- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Seequent Limited, Christchurch, New Zealand for Software Subscriptions: Advanced Mapping, Core Mapping, Target/Geochem ESRI, Oasis montaj -CET, and Leapfrog Geo Shared Subscriptions. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Seequent Limited is, to the USGS' knowledge, the only source who can supply the subscription and services of geospatial data processing and analysis software. The Geosoft Oasis/montaj, Target for ArcGIS, Geochemistry for Arc/GIS, Leapfrog software packages are proprietary products of Sequent Geosoft, Inc., and are only available directly from Seequent. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 511210 Software Publishers and the Product Service Code is 7030, Information Technology Software. The SBA size standard is $41.5M. Responses or inquiries shall only be accepted through electronic mail addressed to cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than July 12, 2021. Statement of Work The U. S. Geological Survey (USGS) has a requirement for the purchase of software licenses, maintenance, upgrade, and technical support for existing individual licenses of the Seequent Geosoft Oasis/montaj geophysical data processing system that reside on personal computers throughout the USGS, including Denver, CO, Reston, VA, Menlo Park, CA, Tucson, AZ, and other locations. The USGS licensees shall be allowed unlimited access to technical support and regular software maintenance and upgrades for the duration of the contract. USGS licensees shall have; 1) Options to access to all commercial components of the Geosoft Oasis/montaj geophysical data processing software including the GM-SYS gravity and magnetic modeling packages. 2) Options to purchase and maintain licenses for Target for Arc/GIS and Geochem for ArcGIS. 3) Purchasing of on-line computing for 3-dimensional modeling of geophysical data in Geosoft Oasis/Montaj format. 4) Options to purchase and maintain licenses for Leapfrog 3D modeling of geophysical and geologic data processing software. The technical requirements of this software contract are to provide continuation and incremental improvement through updates of the core functionality already established by the current versions of the software products. The following sections contain an overview of the general technical functionality of the software. The Geosoft Oasis/montaj geophysical data processing software is part of standard USGS workflow in projects funded to meet mission objectives. C.1 Integrated software environment with a graphical user interface for two and three dimensional (voxel) processing and analysis of point, line, grid, and image data through both desktop and on-line application. The fundamental technical requirement of this contract is for the ability to view, manipulate process, interpret, and illustrate data in random point, organized lines, regular grid, or image format. The systems user interface must be interactive by a graphical user interface that allows the forward and backward spatial and organizational tracking of data from original measurement to processed and compiled grid. The primary usage of this software in the USGS is the processing, analysis, and development of maps and models from geophysical data including gravity, magnetic, radiometric, and various types of electromagnetic surveys. However, the software is not limited to this core usage and may be applied to any spatially defined data sets including lithological, geochemical, and borehole data. C.2 Dedicated specific software and modules providing tools for the processing and interpretation of gravity, magnetic, electromagnetic, radiometric, and geochemical data. The software shall allow for processing and analysis of a wide variety of geophysical and geochemical survey data including ground-based random point, line data, borehole data, and airborne flight line-based data. For example, the software shall provide the functionality to make standard gravity reduction calculations including the Free Air, Bouguer, and Terrain Correction. For magnetics, the software shall provide International Geomagnetic Reference Field application, flight line leveling, and micro-leveling. Options for data processing shall be organized into modules that accomplish specific processing and display tasks that are dedicated to processing particular types of data. C.3 Flexible data input and output of a wide range of standard formats. The software shall provide a graphic user interface for the direct input and output of a wide variety of ASCII and digital data formats for point, line, spreadsheet, database, grid, image and voxel data. The software shall allow for the spatial coordinate conversion between geographic and projected systems and shall contain built in definitions of a wide range of individual projections and datums in use world-wide. C.4 Standard and advanced functionality for gridding of random and line organized data. The software shall provide for the gridding of data using multiple methodologies including advanced minimum curvature, bi-directional gridding, and kriging. C.5 Intermediate and advanced two and three-dimensional forward modeling and inversion of geophysical data for block or grid physical property sources. a) The software shall provide tools for the building of forward and constrained inverse models of gravity and magnetic data in line and grid form. b) The software will also serve as a platform for inverse modeling of geophysical data using on-line computational environment (clustered computation) suitable for 3-dimensional viewing. C.6 Standard and advanced Fast Fourier Transform analysis and filtering of gridded potential field data The software shall provide tools for the grid preparation, Fast Fourier data transform, Fourier-based filters (e.g., high-pass, low-pass, band-pass, upward continuation, etc.) for gridded potential field data. C.7 Construction and variable format output of 2D cross-sections, maps, and 3D data display The software shall provide tools for publication quality 2D cross-sections, maps, and 3D displays of point, line, grid, image, and voxel data. C.8 Software will be compatible with ArcGIS (Esri) workflow formats The software will be compatible with and produce digital data products which are compatible with ArcGIS map software distributed by Esri. In particular shapefile, geo-registered images (GeoTIFF etc.), layers and maps will be transportable and compatible between software packages. Software plugins and modules will be available for both Geosoft and ArcGIS grid import and manipulation. C.9 Technical Support The contractor shall provide, at no additional cost to the Government, unlimited user access to online and phone-based technical support. Support service shall allow access to a software specialist for answering general system and application questions and assisting with potential software problems. The Contractor shall provide an answering service to permit the USGS to make contact. If a software specialist is not available during the initial telephone call, a specialist shall respond to the call within 24 hours after the initial USGS contact. Electronic mail support service shall be available at all times. The Contractor shall respond to all e-mails within one (1) working day. C.9 Technical Support (continued) The contractor will provide support for Geosoft/Oasis/montaj computational modules (termed GXs) developed by GEOSOFT for custom USGS applications of processing and viewing geophysical data. The contactor will provide support for public domain GXs developed by the USGS in terms of maintaining continued functionality in new releases (updates) of Geosoft Oasis/montaj. A list of these GXs will be provided at time of award but are available at http://pubs.usgs.gov/of/2007/1355/. The contractor will provide on-line services for 2/2.5/3-dimensional modeling of geophysical data in the Geosoft/Oasis Montaj environment on a project by project basis via task order. C.10 Training The contractor will provide/coordinate/offer annual free online and/or in-person training of Geosoft/Oasis/montaj, Leapfrog, and other software updates related items licensed to USGS. C.11 Deliverables The basic deliverables of this contract is the download or DVD-based distribution of software to individual PC�s for the use by an individual scientist, technical support of the software, and computation services for 2/2.5/3-dimensional geophysical data modeling.
