Description
The Department of State, Office of Acquisition Management (A/OPE/AQM/), on behalf of the�Bureau of Diplomatic Security Office of Cyber Threat and Investigations, Cyber Threat�Analysis Division (DS/CTS/CTI/CTAD), issues this notice of its intent to negotiate a sole�source delivery order with Carahsoft Technology Corp of Reston, Virginia, USA for�Expanse�s Qadium Network Mapping Software �on GSA Schedule, GS-35F-0119Y for its�requirement for a network alerting tool that discovers, tracks Department of State systems on�behalf of Cyber Threat Analysis Division (CTAD) and notifies Technical Analysis and Special�Operations (TASO) analysts of risky and out-of-policy activities on Department owned�perimeter Dedicated Internet (DIN) devices. The Department conducted market research and �identified the intended awardee.� � � � CTAD performed internet searches of cybersecurity companies capable of meeting its mission requirements. Additionally, CTAD analysts and leadership routinely attend�cybersecurity forums and conferences sponsored by cybersecurity companies. Expanse was�the only company identified that could meet CTAD mission requirements. The ability to�accurately detect, monitor, and provide netflow data into and out of potentially internet-�exposed Department systems on a large scale is only offered by Expanse. �The tool MUST: ��� �Integrate with major current threat intel feeds, such as Splunk in CEF Format.� ��� �Automatically pull information out of reports using NLP. � ��� �Need for Fuse Threat Intel with Internal/external logs/footprints. � ��� �It must have the ability to keep data segmented from other clients. � ��� �Ability to show exposures on the Department�s public facing DIN infrastructure� ��� �Ability to alert on suspicious traffic/behavior indicative of a breach, or breach risk. This notice of intent is not a request for proposals, however, any valid responses (for example, a capability statement / brochure addressing the aforementioned criteria utilized to conduct�market research, proposal and/or quotation) received prior to the closing date/time of this�synopsis will be considered by the Government. A determination by the Government whether�a competitive procurement is feasible may be based upon responses to this notice and is solely�at the discretion of the Government. If no affirmative responses are received by the time the�notice close, an order will be placed with the identified vendor. The purchase is to be�processed using Simplified Acquisition Procedures in conjunction with FAR Part 12,�Acquisition of Commercial Items. There is no solicitation package available. �
