Description

This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with General Dynamics Mission Systems 150 Rustcraft Road, Dedham, MA 02026. The Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/Office of Secure Transportation (OST) have a requirement for secure telephones. OST�s national security mission requires classified voice and data communication within OST and with external government agencies. This is a new requirement. The government intends to award a sole source contract, firm fixed price (FFP), contract to General Dynamics Mission Systems for this requirement under the authority of FAR 6.302-1(a)(2)(ii).� General Dynamics Mission Systems CAGE CODE is 1VPW8 and DUNS NUMBER is 787800114. The NAICS code for this requirement is 541519 and the applicable business size is 150 employees. The US National Sect�ra vIPer Universal Secure Phone is in direct support of classified OST mission planning and operations internal to OST and with other agencies. The vIPer augments an existing deployment sharing existing certified and accredited device management and maintenance infrastructure. It enables classified voice/data exchange for executing planning, operations, and emergency notification/management. This particular model singularly supports the emergent mobile, vehicular, and manpack scenarios for OST mission while utilizing existing certified and accredited device management and maintenance infrastructure and personnel resources. The TACLANE product family is the only National Security Agency (NSA) certified solution accredited by OST for the protection of classified voice and data communication within OST and with external government agencies. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. �However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. �A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
