- 07/02/2021 - (1) Updated RFQ (atttachment titled ""21Q55.6"")�to extend the deadline time to 3:00 p.m. HST on 07/06/2021 and (2) posted questions and answers (as an attachment). Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY) requests for quote (RFQ) N32253-21-Q-0055 with the intent to award a Firm Fixed Price contract for one year and up to four additional option years to provide a notification system that can notify PHNSY populace (military, civilian and contractors ~ over 6,000 personnel), senior leadership, focused program POCs, and concerned public with emergency information or critical guidance during special events or conditions. The current process depends on ability to access the Navy Marine Corps Intranet (NMCI) system and that NMCI is connected / operational with the rest of the internet to support issuance of notifications to the respective cellular/home phones and pagers. PHNSY currently utilizes CNRH AtHoc / Wide Area Alert Network (WAAN) system which is not definable down to PHNSY employees/areas and the software currently resides on the NMCI network which makes reliability / accessibility from outside the NMCI network a major single point failure concern. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519130 for Internet Publishing and Broadcasting and Web Search Portals. The small business size standard for this NAICS code is 1,000 employees. The Product Service Code is DA10, IT and Telecom � Business Application/Application Development Software as a Service. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2021-05, DFARS 05/20/2021, and NMCARS 18-17. Written offers should be submitted in accordance with the CLIN structure and in accordance with FAR 52.212-1 and its addendum. Offerors are to complete and submit FAR 52.204-24, 52.204-26, and 52.212-3. Quotation submissions should include a breakdown of quotation.
