- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0062 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. It is the offeror�s responsibility to be familiar with the applicable provisions and clauses. The clauses may be accessed in full text at www.acquisition.gov/far and www.acquisition.gov/agar. This solicitation is 100% set aside for small business. The associated NAICS code is 333111; the small business size standard is 1,250 employees. The government intends to issue a firm fixed price purchase order.� The basis for award will be LPTA. The USDA-ARS in Morris, Minnesota has the need for the following: �001) Upgrade plot combine grain gages on Massey 8XP and Hege 160. See attached SOW for complete description of requirement. SUBMISSION OF QUOTES Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotes must show� (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, telephone number OR email address, and DUNS number of the offeror; (4) A technical description of the items/services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) ""Remit to"" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. NOTE:� Quotes must include all fees, delivery charges, and/or surcharges. Quotes must be valid for a minimum of 30 days. This will be a tax-exempt purchase. To be eligible for award, offerors must have an active registration in the System for Award Management (SAM) at the time of offer. Vendor must include their DUNS# on their quote. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. THE SERVICE CONTRACT LABOR STANDARDS STATUTE APPLIES TO THIS ACQUISITION. THE SCA WAGE DETERMINATION ATTACHED IS FOR THE LOCATION OF THE GOVERNMENT OWNED EQUIPMENT. UPON AWARD, IF THE SERVICE IS TO BE PERFORMED AT THE CONTRACTOR�S LOCATION, THE CONTRACTING OFFICER WILL PROVIDE THE RELEVANT SCA WAGE DETERMINATION EFFECTIVE ON THE DATE OF AWARD.
