Description
1.0. GENERAL: Rebuild of a 6V71 Detroit fire pump engine model number 70647312. 2.0. MINIMUM SPECIFICATIONS: The 6V71 Detroit fire pump rebuild shall (at a minimum) comply with the following: 2.1. Contractor shall provide all labor and materials to restore the engine to original running configuration. 2.2. Provide the Government a copy of all test performed and an itemized list of repairs made. 2.3 Contractor is to provide a one year warranty on all labor and materials. 3.0. BACKGROUND: During a test run a couple loud high pitch bangs were heard and the engine started fluctuating RPMs and blowing black exhaust and dripping burned oil out of the muffler. High temp light and low oil pressure light was on. After shutting down the unit oil level was checked and found to be low. These symptoms are indicative of broken rings on the pistons and possibly other internal parts being broken. The engine is going to need to be dismantled, inspected, and rebuilt. The inspection and rebuild process should include looking at every component of the engine and replacing all damaged, worn, or out of tolerance parts. During this process all gaskets and seals will also be replaced. 4.0 SPECIFICS: 4.1 Government shall deliver the fire pump engine to the contractor within a 100 mile radius. When work is complete the contractor shall notify Government for pickup. 4.2 Work shall be completed no later than 45 day after date of award. 4.3 The contractor shall comply with applicable Occupational Safety and Health Administration (OSHA), federal, state, and local regulations and codes.
