Description
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District is issuing a request for proposal for a design-build project to realize energy savings by modifying the ventilation air flow to engine Test Cells 1-8 at Building 212 at the Detroit Arsenal located in Warren, Michigan. Air flow through the steam coils in Test Cells 1-8 will be reduced by approximately 50% by installing remotely operated pneumatic actuators on the existing ventilation exhaust fan discharge dampers. A steam meter will be installed to measure energy usage. Existing fans, motors, and starters will be retained leading to minimal impact on system operation. Additional energy savings and renewable energy will be obtained by adding an energy storage solution to capture regenerative power generated during the operation of these test cells. The project will create energy savings by reducing use of load banks, capturing and reusing regenerative power to peak shave. Contract duration is 439 calendar days. A pre-proposal site visit will be held. Meeting and site visit details will be provided in the solicitation. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract.
