Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Resodyn Engineered Polymeric Systems upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Force Projection & Sustainment Branch in Hanover, NH requires a portable Polymer Thermal Spray (PTS) system to support a variety of research and development projects that focus on low temperature use.� Specifications: The following specifications are essential to support the Government�s research to develop a suite of coatings and coating formulation approaches that can tolerate cold shipping, storage, application, and/or use. Specifically, the instrument shall conform to the following specifications: ��� �For use with 40-100 psi clean dry oil free compressed air (5 SCFM) ��� �208-240 VAC, 30A, single phase 50-60 Hz electrical ��� �Heat Capacity - 5 kW ��� �Heated Air Temperature - 300�C - 700�C / 572�F - 1292�F ��� �Polymer Melt Capacity - 0.05 - 1.0 gm/sec ��� �Use with a typical particle size of 50 - 500 um ��� �Use with a particle specific gravity of 0.8 - 1.7 ��� �Hopper Vibrator� ��� �Lines for Compressed Air, Powder Feed Tube, Electrical ��� �Operating Temperature - 0 to 48�C / 32 to120�F ��� �Air Connection - 1/4"" Industrial Quick Disconnect ��� �Installation services shall be performed at the ERDC-CRREL facilities in Hanover, NH. Resodyn Engineered Polymeric System�s PTS-5 model has been identified as the only polymer thermal spray system capable of meeting the Government�s requisite specifications. Specifically, the system required must be non-electrostatic and compatible for use with 40-100 psi clean dry oil free compressed air (5 SCFM), 208-240 VAC, 30A, single phase 50-60 Hz electrical. Additionally, its applicator must have an integrated 5kw heater that achieves 300oC � 700oC / 572oF capable of melting 0.05-1.0 gm/sec of polymer with a specific gravity of 0.08-1.7 and a particle size of 50-100 um. Further, the system shall have an operating temperature of 0 to 48oC / 32 to 120oF with a hopper vibrator, air lines, powder feed tube and electrical lines. �These requirements are vital, and no substitutions are acceptable. Resodyn�s PTS-5 units have been found to be the only model on the commercial market which fulfills the Government�s requirement in its entirety. Resodyn Engineered Polymeric Systems has verified they do not employ distributors nor dealers for their deposition equipment or application materials.� The associated North American Industry Classification System (NAICS) code is 325510 which has a size standard of 1,000 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 11 June 2021 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
