- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Abbott Molecular Inc., a division of Abbott Laboratories Inc. to purchase the Abbott Alinity m NAT system. Abbott Molecular Inc. will soon discontinue service for the current m2000 instrument. The Alinity m is the company's m2000 replacement. Abbott improved upon its existing m2000 technology with the Alinity m to streamline specimen processing. The Alinity m System uses the same but improved technology which would allow easy implementation in the laboratory from the existing m2000 methods/protocols. The data will also be easily compared to the existing data and studies. Abbott system allows the DBS assay protocol to use a minimum amount of specimen to get an acceptable sensitivity for the study without large contribution of HIV proviral DNA which is important. The Abbott m2000 has been used to evaluate dried blood spots (DBS) and plasma as part of on-going projects for several years and it has become the laboratory�s main instrument for analyses of DBS. The procurement of the Alinity m is required for continuity of these projects as well as anticipated increase in projects collecting DBS. The transition from the m2000 platform to the Alinity m platform by the same manufacturer, Abbott, is required in order to continue validate DBS with the same sensitivity and detection of HIV proviral DNA for optimal for measuring viral load for the study objectives. Abbott's Alinity m system is the only item that allows the same platform to continue and a minimum disruption of operations to transition from the existing Abbott m2000 system used in the lab. This lab equipment is unique to Abbott and there are no other known vendors who can provide this system. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
