- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Large or small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. (j) Include which stations contractor is able to perform services. ************************************************************************************* Requirement: The Aleda E. Lutz VA Medical Center is seeking a contractor to provide all management, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan for all buildings and grounds at the Aleda E. Lutz VA Medical Center campus, 1500 Weiss Street, Saginaw, Michigan, 48602 in a manner that ensures the health and general well-being of patients, staff, and visitors. The contractor will perform regular scheduled inspections and treatment as well as on demand services. All infestations will be addressed until complete elimination of pests. The contractor shall perform in strict accordance with all terms, conditions, provisions, specifications, and schedules of the potential solicitation and any resulting contract. The Aleda E. Lutz VA Medical Center is seeking one base year with four one-year options. The base year will be from November 1, 2021 thru September 30, 2022. List of buildings and function are listed below: LIST OF POTENTIAL AREA/BUILDINGS TO BE SERVICED AREA/BUILDING/FUNCTION Building No. 1 - Main Hospital, 5 floors and basement Energy Center, near Building 1, 2 floors Building No. 2 Police Services, 2 floors Building No. 3 - Administrative Offices, 2 floors and basement Building No. 4 - Administrative Offices, 2 floors and basement Building No. 6 Administrative Offices 2 floors Building No. 9 Warehouse Building No. 17- Natural Gas utility station Building No. 21 - Garage Building No. 22 - Inpatient living, administration, 2 floors and basement Building No. 30 - Administrative Offices Building No. 32 - Water tower Building No. 34- Water backflow preventer station Building No. 35 - Pavilion Building No. 38 - Administrative Offices Building No. 1 - Loading dock exterior trash and dumpster Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is NAICS CodeĀ 561710 Exterminating and Pest Control Services ($12M Average Annual Receipts). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All information submissions shall be received no later than 12:00 pm Pacific Standard Time on July 21, 2021. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
