Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A REQUEST FOR QUOTATION, (RFQ), FOR 367 ACRES POST HARVEST TIMBER STAND IMPROVEMENT AT NAVAL SUPPORT ACTIVITY, CRANE, INDIANA.� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88.� The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.� In accordance with FAR 5.102 availability of this solicitation is limited to the electronic medium and the Government will NOT provide copies. The official plan holders list will be maintained and can be printed on the website only.� �Any subsequent amendments will be posted to the website for viewing and downloading. �It is the offeror�s responsibility to periodically check the website for amendments.� All prospective offerors are strongly encouraged to register on the website.�� All contractual and technical questions shall be submitted to Melissa Willis via e-mail at melissa.willis1@navy.mil.� RFQ# N4008521Q2521 is for a lump sum contract awarded on a fixed-price basis for 367 acres of post-harvest timber stand improvement. Offerors can view and/or download the solicitation, and any attachments on the Contract Opportunities page on the beta.sam.gov website This is a new procurement.� It does not replace an existing contract.� No prior contract information exists. �� The Government will evaluate quotations based on price only. � The procurement is solicited as a total small business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this solicitation is 115310, Support Activities for Forestry.� The Small Business Size Standard is $8,000,000.00.� PSC:� F018. � The Government intends to award a single fixed-price, lump sum contract based on price only. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to the proposal due date. . An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7-(b)(1). NOTE: REGISTRATION IN THE SAM DATABASE IS FREE. Processing time shall be taken into consideration when registering. Per the SAM website, processing time is 12-15 business days. �https://www.sam.gov. Quotes are due no later than 2:00 PM EST on Tuesday, 27 July 2021.� Quotes along with all additional requirements shall be sent electronically to Melissa Willis at melissa.willis1@navy.mil. A sources sought notice N4008521Q2517 for this procurement was posted on 15 April 2021 on the Contract Opportunities page on the beta.sam.gov website and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to set aside this procurement for small businesses.� The NAVFAC Mid-Atlantic small business office concurs with this decision.
