- THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE The US Bureau of Reclamation (USBR), California Great Basin Region, intends to negotiate a contract on a sole source basis with Brown and Caldwell under the authority of FAR 13.501, Only one responsible source using Simplified Acquisition Procedures. Brown and Caldwell was the initial contractor awarded for the Salinas and Carmel River Basin Study (SCRBS) against GSA schedule. This procurement is for Brown and Caldwell service to continue and finalize the Salinas and Carmel River Basin Study. This Study is to investigate potential effects of climate change on water supplies and demands in these basins and to recommend adaptive responses to potential changes in future climate conditions. The required works consist of providing support to both Technical Service Center (TSC), the U.S. Geological Survey (USGS) in development of climate data and scenarios used; work with the TSC and USGS to draft the basin study technical memorandums and manage the public communications plan and outreach. The contractor is responsible for interpreting the technical information developed for this Basins Study by the USGS and Reclamation's Technical Services Center (TSC), documenting the technical information developed in several technical memorandums and for preparing the Salinas and Carmel River Basins Study Report. The contractor is to work cooperatively with the USGS and TSC in the preparation of the basin study's technical memorandums which provide detailed information regarding the processes, procedures and methods employed in the technical development of the SCRBS. A major role for the contractor is to also manage the public and institutional communications plan and provide meeting support, information management, press releases, a project website and other required elements. Based on the above information Brown and Caldwell, is the only one responsible source for the Salinas and Carmel River Basin Study. It is in the best interest of the government to sole source this procurement to Brown and Caldwell to pick up the Study where it left off and finalize the Salinas and Carmel River Basin Study effort. Firms which can provide the mitigation credits above must submit written notice to the Contracting Office and must provide evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotations. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall include the firm's Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (small, other than small, etc.) in accordance with the size standard $16.5M.for NAICS code 541620 (Environment Consulting Services). This notice is the only official pre-solicitation notice of this requirement. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR Subpart 4.11.
