- SPECIAL NOTICE Department of Veterans Affairs, New York Harbor Healthcare System, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to ST ENGINEERING AETHON, INC to provide full annual maintenance services on the AETHON TUG Robot, located at the New Jersey Health Care System VA Medical Center East Orange Campus. This Special Notice is issued to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for full annual maintenance, repair and software updates for one AETHON TUG Robot. SERVICES REQUIRED: Contractor shall provide annual services for preventive maintenance, repair and software upgrade for one (1) AETHON TUG Robot, S/N: M2-101713-0852, located at the New Jersey Health Care System VA Medical Center East Orange Campus, 385 Tremont Avenue, East Orange, NJ 07018. The term of services will be one year after award of contract with provision for four (4) Option Years. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 12:00 PM EST, Thursday, July 1st, 2021. Responses to the information requested above may be submitted via e-mail to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK FULL MAINTENANCE SERVICES FOR THE AETHON TUG ROBOT BACKGROUND: The Department of Veterans Affairs Medical Center, New Jersey Healthcare System, East Orange Campus is seeking monthly Maintenance Services for one (1) TUG Lab Robot. This machine is automatically programmed to deliver laboratory specimens to specified areas that are partially already established and laid out during the initial installation, and a new pathway needs to be laid out for the rest. This TUG Robot receives information and direction through the on-board computer (part of the system). This Robot will send signals to open automatic doors, deliver laboratory specimens to assigned areas and return to its parking station. This computerized system is networked through the VA IT infrastructure and is already partially installed and was functioning 100%. The intent of this SOW is to provide information for a full maintenance service agreement through AETHON for the 1 TUG robot, as well as the costs for the installation for the new hardware and software necessary for the new pathway for this Tug. This service agreement will cover all hardware and software installed and 24/7 monitoring for the robot. SCOPE: Contractor shall provide full software and hardware maintenance support, and online remote monitoring and support for (1) TUG Laboratory Robot. The maintenance and service will include all equipment that keeps the TUG Robot peripheral operational as well as the TUG Robot itself. One (1) AETHON TUG Robot, S/N: M2-101713-0852 The Services shall include general maintenance per manufactures recommendations to include: Install two more wireless ethernet nodes. Telephone support 24/7-365 for end users and technicians. Direct remote assistance via direct link with AETHON and VA IT link. Call dispatching to resolve issues 24/7 365 days a week. Training and consignment parts inventory. Software enhancements when new updates are available. All parts, new or refurbished, and shipping included for replacement items when needed. Next day training service provided outside the training initially given Next day emergency service in the event the technician is unwilling to perform the service over the phone and or remotely. 8 hours of CAD mapping modifications. AETHON quality assurance visits to be set up with the vendor. End user 24/7 356 days a year support. Remote assistance for AETHON products 24/7. This requirement also requires a one-time relocation of the TUG ROBOT to the Emergency Department. Relocation includes: Install existing Tug into the Emergency Department with docking station. Make three more cable pulls for the wireless ethernet nodes. Verify AETHON TUG Robot is fully operational after relocation. F. WORKING BUSINESS HOURS: All services will be performed during normal business hours of coverage unless proper alternate arrangements have been coordinated beforehand with the COR. Working hours will be Monday to Friday from 8:00 AM EST to 5:00 PM EST excluding Federal Holidays. Federal Holidays which are observed by the federal government are annotated below.
