Description
Special Notice - Notice of Intent to Single Source U.S. Army Corps of Engineers, Portland District intends to negotiate/award a single source, firm-fixed-price, non-personal, commercial service contract to the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to monitor properties, including historic properties of religious and cultural significance to Indian tribes, that can assist in the development of long-term cultural resource management decisions. The purpose of this acquisition is for site condition and walkthrough monitoring in the John Day Project. The requested services include the following: observe, document, and report the physical dynamics involved in the erosional or depositional processes occurring at monitored sites; record site conditions in an effort to provide information from which future changes such as sediment loss, topographic change, vegetation change, human and animal use impacts, soil disturbance, and vandalism can be quantitatively determined; monitor for looting, vandalism, and burial desecration at designated sites and to ensure proper authorities are notified; accurately document the variation and diversity of potential impacts and causal factors at the site; and provide recommendations for treatment of monitored sites including recommendations regarding future monitoring frequency.� The U.S. Army Corps of Engineers (Corps) and the Bonneville Power Administration (BPA)(Agencies) are jointly responsible for compliance with Sections 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS). The Corps, Portland District manages the John Day Project, which is part of the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Sections 106 and 110 of the NHPA. The Corps is the land manager for The John Day Project (Project). The Corps gathers data to assess the condition of historic properties, including historic properties of religious and cultural significance to Indian tribes, located on project lands and other lands within the area of potential effects (APE) for Project operations.� The objective of this contract is to gather information that can assist in the development of long-term cultural resource management decisions.� The statutory authority for this non-competitive acquisition is 41 U.S.C. 1901(e) as implemented by FAR 13.106-1 Soliciting Competition (b) soliciting from a single source. A solicitation will not be posted as the Government intends to proceed with this single source action. The NAICS code is 541990 � All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $16,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative electronic responses are received by 12:00 PM Pacific Daylight Time on Wednesday, 21 July 2021, an award will be made without further notice. Electronic responses and questions shall be submitted via email to the contracting POC listed below. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
