Description

Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with GBH International, Inc. located at 2 Friar�s Lane, Miller Valley, CA. The purchase order will be for the purchase of two (2) FTT Technology (FTT) Servomex Multi-Exact 3-Cell Analyzers. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334519 � Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. � Description The National Fire Research Laboratory (NFRL) requires two (2) replacement non-dispersive infrared (NDIR) gas analyzers for two cone calorimetry measurement systems in order to provide redundancy for continuous operations and measurement quality in a critical measurement system. The analyzers will be used to make extractive measurements of carbon monoxide (CO), carbon dioxide (CO2), and oxygen (O2) from the exhaust fuel gas of fire experiments. The NFRL�s calorimetry measurements are the most accurate and highly characterized of their kind, providing impactful data to the fire safety community. Replacing aging equipment with adequate redundancy is a priority for continuous operations and measurement quality. Only the FTT Multi-Exact 3-Cell Analyzer meets NIST�s requirements from ASTM E1354 of repeatability, linearity, noise, zero and span drift for 0 to 25% oxygen be no less than 50 ppm of oxygen over a period of 30 minutes. In addition, FTT offers a combustion gas moisture removal device (cold trap) that's compatible with their analyzer which is necessary to collect harmful vapors before they enter the gas analyzer.� While the analyzers are manufactured by FTT Technology, GBH International, Inc. is the sole supplier of original equipment manufacturer parts and exclusive representative of FTT in the United States.� The technology is proprietary to the company and FTT does not authorize other resellers.� Therefore, only GBH International, Inc. is capable of supporting this requirement and a sole source acquisition is necessary. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
