- This is a Notice of Intent and is�published for informational purposes only. The United States Energy Information Administration (EIA), Washington D.C. 20585 intends to award on a sole source basis a Firm-Fixed Price (FFP) contract to Small Business, UxC, LLC., 1501 Macy Dr, Roswell GA 30076 (DUNS: 015224496 and Cage Code: 3XAB9). The EIA requires UxC, LLC - data subscription services for access to proprietary ""Nuclear Power Outlook"" within the EIA staff for one (1)-twelve (12) month base year period and four (4)-12 month option year periods (September 19, 2021-September 18, 2026). The EIA has a continuing need for the UxC�s Nuclear Power Outlook annual subscriptions premium service. The data subscription service shall include the following: � ����������� Nuclear Power Outlook (NPO), which continuously tracks nuclear power developments all over the world. ����������� UxC Requirements Model (URM), which provides annual forecasts for requirements of uranium (U3O8), conversion (UF6), enrichment (SWU), and fuel fabrication (MTU) for each country in the world based on the three NPO reactor forecast cases. ����������� StoreFUEL, which is published on the first week of every month, details recent cask vendor licensing milestones, updates on licensing activities for each vendor, a brief summary of all active U.S. dry storage programs, upcoming licensing milestones, and a section on nuclear plant decommissioning.. ����������� SpentFUEL, which is published every Friday, 50 times a year, covers new market and political developments Issues include the U.S. geologic disposal program, at-reactor dry cask storage plans and licensing activities, interim storage proposals, legislation and budget issues affecting the backend of the nuclear fuel cycle. All of the above-mentioned reports are mission critical in order to satisfy the Department of Energy Organization Act of 1977, which requires the EIA Administrator to prepare annual reports on trends and projections for energy use and supply. This sole source contracting action is pursuing the sole sourcing as implemented by Federal Acquisition Regulation (FAR) 13 .106-1 (b )(1 )(i) only one source reasonably available. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. However, all responsible parties may submit their interest and capability to meet the requirements by submitting a capability statement or exception to the intent to purchase on a sole source basis by July 19, 2021, at 12:00 PM EST via email to marcus.barnes@eia.gov. Please include UxC Nuclear Power Outlook in the subject line if submitting a capability statement. The written response must include a detailed discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
