- Notice of Intent to Award a Sole Source Requirement to ICF International, Inc. 1.0������ Action U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), National Human Trafficking Training and Technical Assistance Center (NHTTAC), Office on Trafficking in Persons (OTIP) is issuing a Notice of Intent to issue a sole source award to the ICF international, Inc. for transition-out activities for the NHTTAC contract.� 2.0������ Background ICF International, Inc. has been providing training and technical assistance services to OTIP that increases the capacity of organizations to deliver and sustain effective services to individuals who have experienced human trafficking.� ICF International has also been managing the NHTTAC website.� The incumbent has been performing this work since September 30, 2016, under the NAICS code 541990 � All Other Professional, Scientific, and Technical Services. The current contract was competitively awarded.� It expires on September 29, 2021, and will be re-competed.� 3.0������ Purpose The intent of this sole source award is to request for the incumbent to provide transition-out activities for the existing contract.� The anticipated period of performance will be a 30-day base period with four (4) 30-day options that will be exercised, as needed.� 4.0������ Scope The incumbent will be required to provide transition-out services to an incoming contractor which will include transitioning every activity listed in the NHTTAC portfolio.� The incumbent will also transition data, contacts, and work with the Government for the purposes of fully transitioning ownership of the NHTTAC website to the incoming contractor. The incumbent will act as the principal liaison between the Government and the incoming contractor until the transition has been completed. 5.0������ Authority This Notice is issued under the authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.� The incumbent is the only contractor that can perform the transitioning of all current work and tasks to a new contractor.� 6.0������ Actions Taken to Increase Future Competition The sole source award will cover transition activities only.� Market research has been conducted and identified that commercial services are available to satisfy this requirement.� The new contract award will be made competitively utilizing procedures of FAR Subpart 8.405-2(c)(3)(iii)(A).� 7.0������ Responding to Notice Parties interested in this announcement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above.� Response(s) will be via email: include company�s name, point of contact, address, phone number, DUNS number, Tax ID, business size, and solicitation number.� Responses may be emailed to Tiffany.Burroughs@acf.hhs.gov. �
