- CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks AE Act as implemented in FAR Subpart 36.6. The services will consist of Civil (Coastal) Engineering for Civil Works Projects along the shorelines of the United States, with geographic predominance placed on the California coastline. The majority of the work and services will be for civil works projects. However, there may be a smaller portion of the work and services for Military and Support for Others projects. This solicitation is 100% Small Business set-aside. Only Small Business will be considered for award. This is a Single Award Task Order Contract (SATOC) indefinite delivery indefinite quantity for Architect-Engineer (A-E) services. This contract is for a sixty (60) month period or until the not-to-exceed amount of $9,800,000.00 has been met, whichever occurs first.� Work will be issued by negotiated firm-fixed price task orders. The estimated contract start date is September 2021 for a period of sixty (60) months (through Mar 2026). Work is subject to availability of funds.� Estimated construction cost is not applicable.� The North American Industry Classification System (NAICS) is 541330 � Engineering Services with a small business size standard of $16,500,000.� The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service contract Act, as determined relative to the employees office location (not the location of the work). To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) via the website at www.sam.gov. � PROJECT DESCRIPTION: Planning Services with emphasis on Coastal Planning and Civil (Coastal) Engineering for Civil Works projects and studies along the shorelines of the United States, with geographic predominance placed on the California coastline. The work and services shall consist of coastal planning and civil (coastal) engineering planning studies and design projects. Typical studies and projects encompass navigation, coastal storm damage reduction, and ecosystem restoration. . Services required include project management, plan formulation, economic analysis (national and regional economic development benefits), and the ability to conduct complex numerical analyses through coastal/hydrology/hydraulic computer modeling.� Field data collection services include coastal/oceanographic mapping with visualization output to GIS ArcView coverages, and the ability to acquire oceanographic field data, such as single beam bathymetry, multi-beam bathymetry, wave and current measurements, side scan sonar imagery, sub-bottom profiling, surfing analyses, beach profiles, vibratory core sediment sampling, grab sediment sampling and rotary wash sediment coring, sediment physical and chemical analyses. Environmental data collection services include bioassay testing, benthic habitat surveys and mapping using a variety of technologies including side-scan sonar, underwater cameras, divers, etc., sea grass surveying, transplant, and monitoring, monitoring, surveying, and evaluating listed species in accordance with the Endangered Species Act and Marine Mammal Protection Act. Environmental analyses include air criteria pollutant emissions estimates, noise impact evaluation, traffic (street and/or vessel) evaluation, , beach use assessment, water quality monitoring using electronic monitoring equipment as well as gram sampling techniques, etc. The results of the environmental impact analysis would be written into environmental impact assessment documents in accordance with the National Environmental Policy Act (NEPA) in the form of Environmental Impact Statement or Environmental Assessment and the California Environmental Quality Act (CEQA) in the form of Environmental Impact Report or Initial Study. Support will also be required preparing Coastal Consistency Determinations and presentation to the California Coastal Commission in public hearings, Clean Water Act Section 401 Water Quality Certification and presentation to the applicable Regional Water Quality Control Board, and support for a variety of public meetings. SELECTION INFORMATION: The selected firm shall have the capability of accomplishing a minimum of 50% of the total required work. The selected firm for this contract will be expected to submit a quality control/quality assurance plan and to adhere to it during the work and services required under the contract. In Section H of the SF 330 describe the Design Quality Control Plan (DQCP), including Design Quality Assurance Plan (DQAP) of subcontractor(s). The DQCPs must be prepared and approved by the Government as a condition of contract award but are not required with this submission. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location or firm, specialized technical expertise or other requirements listed. Following initial evaluation of the qualifications and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiations. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria (a) through (e) are primary. Criteria (f) and (h) are secondary and will only be used as tie-breakers among technically equal firms. a. Professional Qualifications: Qualified personnel with recent knowledge and experience in (1) Coastal planning and engineering; (2) Economics; (3) Geology; (4) Environmental impact analysis; (5) Marine biology. b. Specialized Experience and Technical Competence in: (1)Plan formulation; (2) Ocean environmental studies; (3) Coastal engineering; (4) Numerical modeling capabilities; (5) Coastal field data collection, processing and analyzing: topographic and bathymetric data, subaqueous sediment samples and other subsurface data, water column samples, and wave and current data;(6) Economic analysis of navigation and storm damage protection; (7) CAD, Digital Terrain Mapping, GIS ArcInfo mapping, engineering drawings; (8) Simulation of Coastal-Hydraulics processes multi-dimensional models with output linked to ArcInfo/ArcView; (9) Environmental assessments and environmental impact statements (including experience with NEPA requirements, habitat evaluation measures, and design of mitigation measures); (10) Preparation of preliminary and final project cost estimates;(11) Preparation of feasibility study reports. c. Capacity to perform two $250,000.00 task orders in a ninety (90) day period. This evaluation will consider the experience of the firm and any consultants in similar size projects and the availability of an adequate number of personnel in key disciplines. d. Past performance on DOD contracts and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Knowledge of the locality such as geological features, climatic conditions, local material resources, and local construction methods. f. Geographic proximity (physical location) of the firm to the predominant geographic location of the project(s). g. Volume of DOD contract awards in the last 12 months. SUBMISSION REQUIREMENTS: Interested AE firms having the capabilities for this work are invited to submit one (1) completed most recent Standard Form 330 Architect Engineer Qualifications Parts I and II and one (1) SF330 Part II for each firm that will be part of the team, using the DODSAFE https://safe.apps.mil/ Lengthy cover letter and generic corporation brochures or other presentation beyond those to sufficiently present a complete and effective response are not desired. Phone calls and personal visits are discouraged. Response to this notice must be received by the date specified within the synopsis. Include DUNS number of the office that will perform the work. The SF330 Part I shall not exceed 70 pages (8.5 inches x 11 inches), including no more than 10 pages for Section H. Each side of a paper will be counted as one page. Font size shall not be smaller than 12 font type. In Section H of SF330 indicate the estimated percentage involvement of each firm on the proposed team. Include an organization chart of the key personnel to be assigned to the project. No other general notification will be made of this work.
