Description

In accordance with FAR5.206 and 5.207, this notice constitutes the�synopsis of the E-3 Sustainment Engineering and Technical Support�(SETS) requirements . NO RESPONSE IS REQUIRED DURING THE 15 DAY SYNOPSIS PERIOD. The closing date for the synopsis period is 21 July 2021. A full solicitation will be issued under the same number on or about 21 July 2021. The solicitation period will be for no less than 30 calendar days. As a result of the solicitation, the government intends to make an award to the sole source vendor, The Boeing Company,�6001 S. Air Depot Blvd., Oklahoma City, OK 73135. The sole source authority for this effort�can be found in FAR 6.302-1(a)(2)(iii). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The anticipated award�will be a Basic ""D"" type contract�for a period of six�years (a five�year basic contract plus one option year).�No funds will be obligated to the Basic contract. Requirements�described in the Contract Line Item Structure (CLIN)(s) will be funded through individual Task Orders.�The target award date is on or before 09 February 2022.� Sub-contracting opportunities may be available through the sole source vendor. A description of the service�is provided below for the purpose of maximizing sub-contracting opportunities to small business.� The following is a summary of the required services. The contractor shall provide engineering and technical�services to the E-3 Airborne Warning and Control System (AWACS) Division and to the International Branch at Tinker Air Force Base. The overall scope of the engineering services shall include air vehicle, avionics, software, aerospace ground equipment, and associated training equipment. Engineering tasks shall include recurring and non-recurring engineering services, response to technical inquiries, emergency responses, drawing and technical order modifications, programmed depot maintenance support, engineering proposal review, boresight alignment,�Aircraft Modernization and Integration Program (AMIP) support, The contractor will also provide status updates and� track government furnished property as needed. The contractor shall develop�quality control procedures and comply with all contract clauses for reporting and documentation. The proposed CLIN structure is as follows: 0001 - Recurring Engineering - Fixed Price Incentive Fee (FPIF) 0002 - Non-recurring Engineering Services (USAF) - Firm Fixed Price (FFP 0003 - Non-recurring Engineering Services (USAF) - FPIF 0004 - Non-recurring Engineering Services (USAF) - Cost Plus Fixed Fee (CPFF) 0005 - Non-recurring Engineering Services (USAF) - Cost Plus Incentive Fee (CPIF) 0006 - Non-recurring Engineering Services (FMS) - FFP 0007 - Non-recurring Engineering Services (FMS) - FPIF 0008 - Non-recurring Engineering Services (FMS) - CPFF 0009 - Non-recurring Engineering Services (FMS) - CPIF 0010 - Boresight Alignments - FFP 0011 - Data - Not Separately Priced 0012 - Over & Above - FFP 0013 - Travel� - CR There is an attached DD Form 254, ""Contract Security Classification Specification"" associated with this requirement. The government may cancel the subject synopsis/solicitation at any time. Vendors will not be reimbursed for proposal cost.
