Description
Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Buffalo, NY for the purpose of collecting information about Comprehensive Drug Testing for the Veterans Integrated Service Network (VISN) 2 Medical Centers at the following locations in New York State: Buffalo, Syracuse, and Albany. The VA is seeking to provide for this requirement within when the existing contract ends. The NAICS code identified for this requirement is 621511 Medical Laboratories. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified that this will be an Indefinite Quantity / Indefinite Delivery (IDIQ) contract. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Megan Ross at Megan.Ross3@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. If anything in the below statement of work is unclear, please submit a list of questions when you express your interest in this contract. Statement of Work for Comprehensive Urine Drug Testing Western New York Healthcare System Background VA VISN 2 proposes to award a firm fixed price contract to provide Urine Drug Testing for Clinical medication monitoring utilizing Liquid Chromatography-Tandem Mass Spectrometry (LC-MS/MS) quantitative testing. Urine Drug tests are the normal requirement for any patient on chronic opiate therapy. Testing is pivotal to the safe use of opiates and helps in the prevention of diversion and compliance within our patient population. Scope The contractor shall provide referral laboratory services to include: Utilizing a single patient sample, perform quantitative testing using Liquid Chromatography-Tandem Mass Spectrometry (LC-MS/MS) methodology of medications typical for pain, as well as adjunct new generation medications (SSRI s) and emerging recreational drugs (bath salts, spice compounds) without the use of an immune assay screening methodology. Testing to include, but not limited to, common drugs in the following classes: Natural, semi-synthetic and synthetic opioids; Benzodiazepines; tricyclic antidepressants; serotonin uptake inhibitors; stimulants; barbiturates; illicit drugs Testing is to be completed by LC-MS/MS methodology only, without the use of Immuno-assay screening tests. All supplies necessary for collection of patient urine or oral fluid specimens Specimen containers Required requisition forms Biohazard bags and absorbent sheets All supplies needed to transport samples from the sites to the testing facility: UPS/mailing bags and pre-paid shipping labels. Pre-analytic processing, analysis and reporting of analytic results Report delivery by fax to the ordering site within 5 business days of receiving sample. Reports to include Patient s full name and 2nd identifier Date sample is collected/received by vendor /tested and completed Requesting provider and facility name Vendor contact information for questions All numeric results Consistencies and inconsistencies with prescribed medications Graphic view of the patient s previous specimens tested. Estimated detection windows for each analyte Specimen validity testing results Phone consultation services for providers, with a toxicologist, for result interpretation. (This would be a contact that the providers could call with questions, not the lab POC person.) Monthly invoices detailing patients tested. Performance Monitoring The Government will periodically evaluate the Contractor s performance by appointing a representative(s) to monitor such performance and ensure services are received. The Government representative will evaluate the Contractor s performance through inspection of reports and invoices to ensure that contracted services are adequate. Other Pertinent Information or Special Considerations. Contractor shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements. All licenses and permits shall be kept current throughout the period of performance of the contract. The Contractor shall provide the Government copies of such certificates. CLIA, CAP and NYSDOH.
