SOURCES SOUGHT: ANTI-SKID REPLACEMENT SYSTEM FOR F-5 AIRCRAFT Product Service Code: 1680 � Miscellaneous Aircraft Accessories and Components NAICS Code: 336413 � Aircraft Brakes Manufacturing Background The Naval Air Systems Command (NAVAIR), PMA-226 Specialized and Proven Aircraft, Adversary Integrated Product Team (IPT), is considering upgrades or replacement of the current anti-skid braking system used on thirty-seven (37) F-5N and five (5) F-5F aircraft.� Elements of the current system are unreliable and difficult to maintain.� A new anti-skid braking system must provide the same or better braking performance as the existing system with higher reliability and better logistical support for repair and replacement of components. The purpose of this Sources Sought is to query industry for options to either (1) upgrade components on the F-5�s current system with more reliable components or (2) replace the system in its entirety with a new anti-skid braking system.� Ideal candidates for these upgrades would be commercial off-the-shelf (COTS) components or systems already designed and qualified for F-5 or other United States (US) military aircraft with demonstrated performance characteristics suitable to minimize Non-Recurring Engineering (NRE) development time and cost.� Systems or components that have already been installed, tested, and approved will receive favorable consideration. Requirement Statement The Contractor shall provide a Rough Order of Magnitude (ROM) and notional schedule for one or both of the following: Complete replacement of the existing F-5N/F anti-skid system. Replacement of the following components within the existing F-5N/F anti-skid system: Anti-Skid Control Box, part number (P/N) 6002064-1 Anti-Skid Control Valve, P/N 6002067 Anti-Skid Control Switch, P/N F+W-110610-102 Anti-Skid Transducer, P/N 6002065-1 Landing Gear Torque Link Switch, P/N 3-41700-503 NRE shall include any required adaptation of a COTS solution, including development of airworthiness qualification data, other technical data (e.g. technical drawings/models, landing distance charts, Failure Modes and Effects Criticality Analysis, etc.), and proposed installation procedures as applicable.� The proposed solution shall be compatible with all existing F-5 systems, including the COC Aerospace parking brake.� For replacement systems, the Contractor�s ROM shall include on-site support for validation and verification of installation procedures, as well as field or depot retrofit of aircraft.� Schedule information for replacement efforts shall define component or system lead-time After Receipt of Order (ARO), production throughput (lot size per unit of time), and estimated per-aircraft time for replacement. Anticipated Period of Performance (PoP) NRE is anticipated to complete no more than nine (9) months from the date of receipt of award.� Airworthiness approval is anticipated to require no more than three (3) months from Government receipt of technical data and completion of a prototype/validation installation.� The aircraft retrofit schedule is To Be Determined (TBD) based on proposed solutions from industry.� The anticipated total PoP is thirty (30) months from the date of receipt of award. Estimated Quantities The Government requires a system or components for thirty-seven (37) F-5N and five (5) F-5F aircraft under the resulting contract. Capability Statement Requested Capability statements in response to this Sources Sought must be electronically submitted in either Microsoft Word or Portable Document Format (PDF) via email to Ms. Sheryl Pope, Sheryl.pope@navy.mil and Ms. Kristin Nelson, Kristin.Nelson@navy.mil. The deadline for capability statement submission is 20 July 2021 at 5:00 PM EST. It is requested that interested, capable, and qualified anti-skid system and/or component vendors submit a capability statement (no more than 10 pages in length, single spaced, and 12-point font minimum). The statement must address, at a minimum, the stated requirements as described above, and: Briefly identify your company�s experience in performing work of similar size and scope. Respondents to this notice must also indicate whether they are a large business or qualify as a Small Business concern, Veteran-owned Small Business Economically Disadvantaged Woman Owned Small Business (EDWOSB), Women-Owned Small Business (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone) small business concerns or Service-Disabled Veteran-Owned Small Business Concern. If your company intends to team with a qualified subcontractor, please provide an explanation of your company�s ability to perform at least 50% of the cost of the contract performance. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14 Class Deviation 2020-O0008 Revision 2, the Offeror/Contractor agrees in performance of the Delivery Order in the case of a contract for Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.
