- Page 1 of 1 Request for Information: Subject: Sources Sought/Request for Information (RFI) - Industry Feedback requested regarding VA s Telehealth Program. The purpose of this Sources Sought/RFI Notice is to search for qualified vendors capable of providing Office of Connected Care (OCC) services for the Telehealth program to the Department of Veterans Affairs nationwide. North American Industry Classification System (NAICS) Code for this requirement are: 334111 (Electronic Computer Manufacturing); 541519 (Other Computer Related Services); 511210 (SW Publishers & Planning); 541511 (Custom Computer Program Services); and, 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers). This sources sought is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Submittals will not be returned to the responder. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The Department of Veterans Affairs (VA) is in the process of developing a strategy for VA s robust telehealth contract. The feedback from industry may help shape the future contractual and programmatic activities. Therefore, the Government seeks feedback from industry to help develop and improve its acquisition strategy regarding contract type, performance requirements, performance work statements (PWS) for VA s telehealth program. As such, the Government is requesting a wide industry reach (to include public and private sectors of the marketplace) to provide feedback in their experience. If after reviewing this request, you desire to participate in this market research effort you should provide a written response via email to address the below. The written response shill be provided to Wendy Minch, Contracting Officer (wendy.minch@va.gov), Maurice D. Christian, Contracting Specialist (maurice.christian@va.gov), and Ronald Laliberte, Contracting Specialist (ronald.laliberte@va.gov) by July 27, 2021 at 2:00pm, Eastern, ATTN: Telehealth Re-compete RFI Response . Failure to include subject line could be missed as a response to this Sources Sought. The files submitted shall be no greater than 4MB. In addition to a written response to this RFI, the Government may schedule conference calls with respondents to discuss responses in more depth. Attached are the current draft PWS and VHA OCC Equipment and Service Support Master Price List (MPL) for review. Pricing is not being requested; this Equipment list will eventually become the MPL after award. Whenever possible we ask respondents to provide a reference (basis of support) with their responses, to allow the Government to understand the basis of data provided. Please ensure proprietary data is marked accordingly. Please respond in writing to the following. Respondents can simply address the response in a Question & Answer (Q&A) type format. Also, please provide samples if available. 1. What does your company/organization represent in terms of telehealth? 2. General: What are some industry standards or lessons learned to achieve the greatest success for a dynamic telehealth requirement such as this? 3. Requirements: The stated PWS and MPL supports several functional areas of need: a. What would you deem a successful approach to the requirement in terms of acquisition strategy to meet this complex requirement? b. Are there any lessons learned with creating requirements for a telehealth contract? c. From a program perspective, what are the critical success factors associated with acquiring and managing a large-scale telehealth contract? d. With the attached PWS and MPL---is additional information needed? Is the current information sufficient to support a robust proposal to VA s long-term tele-health program? 4. Contract Type: What Federal Government contract vehicle/s or best approaches in achieving successful long-term solutions, with regards to telehealth do you recommend? Consider the following: a. The market is changing daily; therefore, a flexible contract vehicle is needed to continue to meet Veterans needs while providing state of the art care and maintaining state of the art systems. With continual technological changes in the industry, are there good approaches to achieve the greatest flexibility while staying in the confines of federal acquisition? How can one achieve this within the current federal acquisition regulations, statutes and framework? For example, what are some strategies used under contract vehicles that allow for unknown technologies of the future? b. What would be the pros/cons to a single award contract and a multiple award contract? In the pros and cons, address any potential integration challenges. How would the cons , found in either solution (single vs multiple award), be mitigated? c. Provide input and approaches the Government should consider in order to maximize competition while maintaining agility in an evolving marketplace. 5) Telehealth Business Model: VA has the largest telehealth program in the Nation. When considering the IT infrastructure, the large reach to Veterans, VA s organizational structure, the need to continually adjust to new technologies, the dynamic nature of the marketplace, and federal contract regulations and statutes-- what would be a creative business model in terms of contract type and requirements packaging that would make VA s telehealth successful for years to come? 6) Partnering: How would you address subcontracting and partnering arrangements? What would be the challenges to this, what would be viable solutions, what have you seen in industry (particularly with working in the Federal Government) that has made such arrangements successful? 7) Analysis: With all the multifaceted services and hardware associated with the current telehealth program, what would you deem as opportunities, barriers, strengths, and weaknesses to the current requirement? 8) Company Capability: If your company can meet the stated requirements, how specifically would partnerships, workflows, program management, IT infrastructure be managed? Describe the company s quality control process. How would your company meet the need? 9) Additional Information: Provide any other information that the Government should consider as it would relate to this National Requirement. SPECIAL NOTES: The Government reserves the right to: 1. Use any and all ideas submitted in respond to this RFI. 2. Adopt all or any part of the vendors response in selecting the optimum configuration to be used with the request for proposal. 3. Request RFI respondents to present supplemental information clarifying their responses either in writing, informal presentation, or product demonstration. 4. Accept or reject any or all information received or to modify or cancel this RFI in part or in its entirety at any time. 5. All information in this RFI is nonbinding 6. The RFI is being used for data gathering purposes only. This RFI is not a contract offer and does not commit the Government to award a contract, pay any cost incurred by respondents preparing a response or to procure a contract for services or supplies. No contract can or will be awarded based on submissions. If a respondent does not respond to this RFI, this will not impact a respondent s ability to respond to any future competitive solicitation. There are no representations or warranties regarding accuracy or completeness of information contained in the RFI. Respondents are responsible for making their own evaluation of information and data provided.
