CATERING SERVICES SOURCES SOUGHT ANNOUNCEMENT � The Oregon Army National Guard (ORARNG) is seeking sources for the establishment of a Blanket Purchase Agreement for Catering services within the state of Oregon. The services performed would support 39 Army National guard Armories throughout the year. The intent of this sources sought is to identify vendors for fair opportunity work through this procurement vehicle to support training events and state support requirements for the National Guard as applicable. CONTRACTING OFFICE ADDRESS:� USPFO for Oregon 1776 Militia Way Salem, OR 97301 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services. CONTRACT/PROGRAM BACKGROUND: Contract Number: New Start; No Current Contract Contract Type: Firm Fixed Price (FFP) with established price lists Incumbent and their size: N/A Method of Acquisition: Blanket Purchase Agreement Description of the current program/effort: This effort is to procure catering services in support of company and battalion size groups (25-350 personnel) for monthly training activities at local armories throughout the state of Oregon. This BPA would require preparation of food by the contractor and serving Soldiers during these monthly events. The requirement for catering is based on scheduling which involves variation in size of groups, location, and dates throughout each month. The locations requiring service are listed at the bottom of this sources sought. Required Period of Performance (POP): The POP is ��a base year plus four option years. List Place of Performance:� See the list of 29 armory location below REQUIRED CAPABILITIES: Caterers will be required to be licensed in the state of Oregon to handle and prepare food. The caterer will need to follow Army food safety requirements and sanitary controls. Travel may be required based on location of the service site. All sites have functional kitchens which access can be provided, however the caterer will need to provide kitchen utensils. Caterer will need to be able to cook breakfast, lunch, or dinner between the hours of 0530-0900, 1130-1300, and 1630-2000 respectively. All caterers will need to be registered on SAM.gov and not be excluded or debarred from contracting with the federal government. SPECIAL REQUIREMENTS:� Oregon State Food Handlers License SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 722320 with the corresponding sales size standard of $8 million.� This Sources Sought Synopsis is requesting responses to the following criteria that can provide the required services under the NAICS Code.� To assist in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.� This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� See attached�sources sought info sheet.
