SOURCES SOUGHT NOTICE Seeking Sources for Demonstration, Experimentation, or Capabilities and Limitations Evaluation of Rapid Large Area Clearance (RLAC) Systems This is a Sources Sought Notice (SSN): This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. �This synopsis should not be construed as a commitment by the Government for any purpose. �Requests for solicitation will not receive a response. �All information is to be submitted at no cost or obligation to the U.S. Government. �The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. �The U.S. Government is not obligated to notify respondents of the results of this sources sought. �If a formal solicitation is generated at a later date, a solicitation notice will be published. �No award will be made as a result of this sources sought. Description: Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking Commercial Off The Shelf (COTS), Government Off The Shelf (GOTS), Modified Commercial Off the Shelf (MCOTS), as well as Mature Technologies with potential for application to quickly conduct large operational area clearance of explosive threats for Explosive Ordnance Disposal (EOD) mission tasks. Evolving threats dictate the need for a modernized solution or suite of tools with enhanced integrated capabilities. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) vision is to adopt a family of systems approach to assessing and fielding material solutions that will enable EOD technicians and teams from each of the four services to rapidly detect, identify, classify, map, access, render safe, and disrupt explosive hazards over a large area, including airfields, operating bases, convoy routes, and critical lines of communications. Rapid Large Area Clearance (RLAC) material solutions will enable EOD technicians to support operational force maneuver and ensure force protection. RLAC material solutions should support EOD technicians and small EOD teams tasked to: Clear airfields of unexploded ordnance, including submunitions and penetrators, consistent with required operational timelines and in remote and austere environments. Enable convoy maneuver along key ground lines of communication threatened by area denial munitions, improvised explosives, or other hazards. Clear expeditionary advanced bases, ports, and beach landing zones to support the establishment of infrastructure and basing. The desired goals of this SSN and candidate RLAC solutions shall be to survey the market and identify mature solutions or technology systems, which can improve; Detection (including Location and Mapping), Identification and/or classification, Assessment, Access Methods, Rapid standoff Neutralization/Clearance of threats. Performance Improvements are desired along with reducing time on target, cognizant load on the EOD warfighters, risk, and safety. Performance of candidate systems shall demonstrate improvements and/or efficiency gains to current operational performance requested levels for systems. Most existing systems rely on close proximity operator interaction with the target, increasing operator risk. A range of improvements are acceptable in both scale (small to large, 1-30%) and subject (time, efficiency, cognizant load, risk, or safety, etc.). Operational Scenarios Parameters to Consider (definitions of performance requested levels are specific to this SSN): Rapid is characterized as improvement from operational timelines of current baseline (risk heavy) EOD operations, such as 1 hour to detect and assess a damaged airfield, or 3 hours to clear multiple threats within an Airfield Minimum Operating Strip (MOS). These characterization times do not reflect the hard requirements as mission timelines are typically variable. Large Area is characterized as an area in which multiple threats (density) (Td) are found within a given spatial area (area) (A) that pose a unique challenge to EOD forces outside of typical incident responses. Large Area = (Td+A).� Example(s): a baseball diamond sized area with 4+ threats, a MOS littered with more than 4 threats, or a beach zone football field size area with more than 4+ threats. Clearance is characterized as either the remote elimination or neutralization of a threat (or the threats ability to function as designed), or the remote rendering of the threat safe to move, and/or removing safely from the Area of Concern (AOC). Given the sensitive nature of the AOCs and the potential for close proximity multiple threats, it is preferred that clearance action(s) do not initiate high order detonations or sympathetic detonations. �� Environments Day and Night time conditions Concrete or asphalt surfaces Various soil and terrain Sand Density (Beach or High Density Desert) Forested Areas with Foliage and Ground Cover Weather Impact Conditions as Snow Threat Types with varying size, type, materials and configuration: UXO (from 1x2 inch cylinder sized to large general purpose bomb sized, various materials and shapes) IEDs (from wire size to modified ordnance sized, various materials) Penetrators of variable size and type This SSN solicits vendors' information that fully explains their existing system�s technology features, capabilities, and performance. �NSWC IHD plans to select multiple candidate tools and systems to undergo demonstration, experimentation, or capabilities and limitations based test and evaluation. �Priority will be given to systems that have not been evaluated previously by the EOD Technology Assessment (ETA) Group at NSWC IHD. �Following completion of the demonstration, experimentation, or capabilities and limitations based test and evaluation, a final report will be written (along with Techlook technology pages) and available for use by government agencies, Department of Defense services, and law enforcement organizations. The final report will be used to inform the near, mid and long term RLAC acquisition strategies. Vendors should provide the following information: A. Technical Summary Guidance: System Title Name and model.� System Picture Photograph of system, preferably something that gives a fair representation of the system size. System Specifications.� This may be presented as a manufacturer�s specification�s sheet, but should include at a minimum the following details: Size Weight Power requirements. Typical Environmental Conditions.� Indicate the system�s operating and storage parameters Consumables and Accessories Detail any items that are consumed by the system for operation or may require replacing at least annually to maintain performance. Cost Cost, in $US for the following: system, consumable items for system operation (e.g. average column costs), accessory items, vendor operation and maintenance training (include duration of the training).� If offered, please identify any options for a system service or maintenance plan. System Distribution Indicate if the system is currently in use by any US government or law enforcement agency.� Identify user groups. If known, indicate if the system is International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR) controlled. �If EAR controlled, provide the Export Control Classification Number (ECCN) for the system. Technology Provide a brief description (five or fewer descriptive sentences) of the technology used by this product Include an assessment of the DoD Technology Readiness Level of the system. Limitations / Hazards / Special Requirements State any special system limitations, hazards and/or special requirements to include hazards, such as radiation sources (to include electromagnetic as well as ionizing sources) or toxic chemicals and their respective levels. Please note any additional safety considerations or procedures associated with system operation, including any human exposure restrictions and limits. Performance Please clearly describe how your system improves the current baseline operational systems, or addresses the performance guidance listed above per applicable functional area of interest or technology area of interest. Also, please indicate any additional performance parameters your system provides which may differentiate your system from other systems. Please include an estimated performance improvement chart as shown in attached notice. 12. Special Features / Capabilities.� Summarize any special system features or capabilities not contained herein.� Submissions: Interested entities are encouraged to respond by providing succinct responses to the items listed above.� Submissions should be limited to five pages or less.� A spreadsheet can be used to organize the responses if desired. In addition, the submission shall include the organization�s name, postal address, point of contact, phone number, fax number, e-mail address, related webpage(s) URL, business size, taxpayer identification number, DUNS number, and CAGE Code. This SSN is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or solicitation. �This is not to be construed as a commitment by the U.S. Government.
