- Description
- NASA/JSC has a requirement to continue the analytical and physical processing activities to support cargo requirements and providing sustaining engineering and maintenance and operations for Flight Crew Equipment (FCE). Additional duties include, developing and fabricating hardware as necessary to meet the requirement. Integration with International Partners and Commercial Visiting Vehicles (including Commercial Resupply Services (CRS) and U.S. Crew Vehicle (USCV)) and HLS is required. The contract was originally established to support the ongoing and critical needs of the International Space Station (ISS) and its utilization. Since the contract started, the number of ISS inhabitants has grown to seven, and subsequently its utilization has increased. So, has its needs for CMC products and services. The contract was also envisioned to support exploration programs that had similar needs of FCE products and services, as well. These additional programs have near-term discrete projects and milestones which the CMC contract would support via IDIQ resources. As a result, the NASA has burned through the existing Indefinite Delivery Indefinite Quantity (IDIQ) Maximum Not to Exceed (NTE) amount on the contract at a more accelerated rate than originally anticipated. NASA/JSC intends to increase the IDIQ NTE amount for the Cargo Mission Contract 3 (CMC3), 80JSC017C0015 awarded to Leidos, Inc. The CMC3 contract supports the National Aeronautics and Space Administration (NASA) International Space Station (ISS), Orion, Human Landing Systems and Gateway programs. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Michael McIntosh michael.j.mcintosh@nasa.gov no later than 5:00 p.m. Central Standard Time on July 22, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
