- Department of Veterans Affairs, Stratton VA Medical Center, Network Contracting Office 2, Network Contracting Office 2, is issuing this Notice of Intent to Sole to ZOLL Medical Corporation to provide Preventative Maintenance Services on 79 total ZOLL R Series Defibrillators located at the New Jersey Health Care System s East Orange and Lyons Campuses. SERVICES REQUIRED: Contractor shall provide annual service for preventive maintenance and repair services for 79 total ZOLL R Series Defibrillators; 54 units located at NJHCS East Orange Campus, 385 Tremont Avenue, East Orange, NJ 07018, and 25 units located at NJHCS Lyons Campus, 151 Knollcroft Road, Lyons, NJ 07939 during the term of August 01, 2021 through July 31. Service will include preventative maintenance and repair listed in chapter one (pages 1 36) of the Original Equipment Manufacturer s (OEM) manual for R Series Defibrillator Services. This service includes 19 tests spanning physical inspections, functionality tests, and calibration tests, all of which to be performed in full and results recorded on the corresponding checklists. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 12:00 PM EST, Friday, July 16, 2021. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK ZOLL Defibrillator Preventative Maintenance and Repair Services BACKGROUND: The Department of Veterans Affairs Medical Center, New Jersey Health Care Systems (NJHCS) is seeking ZOLL R Series Defibrillator Preventative Maintenance (PM) services for 79 units located at the NJHCS East Orange and Lyons Campuses. Our ZOLL Defibrillators are critical life support equipment that need to be maintained regularly. SCOPE OF WORK: Contractor shall provide all necessary labor, materials, travel, tools, equipment, transportation, and parts required to perform Preventive Maintenance, Recalls and Repairs on listed ZOLL R Series Defibrillators in accordance with the Original Equipment Manufacturer (OEM) specifications found in the manual. The contractor shall complete all tests and corresponding checklists located in chapter one of the R Series Services Manual (pages 1 36) in the order presented. The 19 tests, including physical inspections, functionality tests, and calibration tests, shall be performed in full before evaluating and recording the test results to ensure accuracy of the condition of the devices. Contractor shall test the functionality of the equipment upon completion of maintenance. Test shall be performed in the presence of the VA Contracting Officer Representative (COR)/VA Point of Contact (POC). There are 54 ZOLL R Series Defibrillators at East Orange Campus and 25 ZOLL R Series Defibrillators at Lyons Campus. C. OTHER REQUIREMENTS: The contractor shall: Be a firm regularly engaged in the repair, maintenance, and servicing of ZOLL equipment described in this Statement of Work. Have expertise, experience, and regular business to include the repair, maintenance of the equipment. Possess all the manpower, equipment, tools, and ready sources of parts as necessary to carry out the conditions of the requirement promptly, skillfully, and expertly D. NONCOMPLIANCE The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. E. INSPECTION: Upon completion of the maintenance service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection should ensure that all equipment is returned to full functioning condition. No invoices will be processed for payment prior to the completion of COR/POC inspection. F. OTHER RELATED SERVICES (NOT INCLUDED IN THE STATEMENT OF WORK Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive. Safety Requirements The Contracting Officer or his/her designee will notify the contractor of any non-compliance with, VA Safety and Security Regulations and the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default. H. WORKING BUSINESS HOURS: All service will be performed during normal business hours of coverage unless proper alternate arrangements have been coordinated beforehand with the COR. Work hours will be from 8:00 AM - 4:30 PM, Monday-Friday, excluding Federal Holidays. I. NATIONAL HOLIDAYS: Federal Holidays which are observed by the Federal Government are annotated below: - New Year s Day - Martin Luther King Jr. Day - President s Day - Memorial Day - Juneteenth - Independence Day - Labor Day - Columbus Day - Veteran s Day - Thanksgiving Day - Christmas Day And any other day specifically declared by the President of the United States to be a national holiday.
