Description
The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for ScriptPro® SP200 at both the Murfreesboro and Nashville TVHS campuses for the Pharmacy Services. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is July 12, 2021. The contractor will provide these products to the Tennessee Valley Healthcare Service at the Nashville VA Medical Center (VAMC) at 1310 24th Ave. South, Nashville, TN 37212 and Alvin C. York VAMC at 3400 Lebanon Pike, Murfreesboro, TN 37129. NAICS code: 339112 Surgical and Medical Instrument Manufacturing (SBA Size Standard 1000 Employees) PSC: 6515 Medical and Surgical Instruments, Equipment, and Supplies This acquisition is for the upgrade of a ScriptPro® SP200 robotic, barcode compatible, HL-7 interfaced, cross talk order processing and dispensing system that is already approved for use within Tennessee Valley Healthcare Service. Upgrade of the ScriptPro® SP200 , which is manufactured by ScriptPro USA, Inc (ScriptPro), is mandated by the Veterans Affairs Central Office (VACO). Included with such mandated upgrades are the system s software platform, in addition to increasing the stability of the operational hardware at TVHS. Both elements require programing updates and hardware refresh to re-obtain full compliance of patient safety and operational security standards. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE SCRIPTPRO SP200 UPGRADE in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 4:00 PM Central on 07/09/2021. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
