- THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA FS International Institute of Tropical Forestry (IITF) intends to award, on a sole source basis, a Firm Fixed Price Purchase Order (PO) for a Thermo Scientific Dionex Model 6000 ION Chromatograph Unit.� This award to be made to the Thermo Fisher Scientific.� This requirement is for IITF Chemical Laboratory in San Juan P.R. because of the instability of electrical supply following damages and computer failure to the Dionex ION Chromatography Instrument suffered from Hurricane Mar�a. The requested instrument uses a novel technology (reagent free) and a variety of chemical suppression columns that increase precision, speed, and productivity in the lab. It�s also saves in labor and time, material, and hazardous waste-disposal costs. In addition, IITF lab have been using the previous ICS-3000 for several years that now needs to be replaced. The new ICS-6000 model is very similar to our old one but more advance in technology. This means that the user learning gap to work the new one, if purchased, will be very small compared to if we purchase an Ion Chromatography from another vendor. Other benefit that we will get from the purchase of the new ICS-6000 is that our technician has experience installing, maintaining, and trouble-shooting the old one that is very similar to the new DIONEX ICS-6000 Ion Chromatography. The analyses performed by this equipment constitutes nearly 33% of all the work performed within the lab and we cannot afford to be without their service or backup. The Thermo Scientific (Dionex) provides advanced column specificity for this particulate analysis, not provided by other vendors.� Thermo Scientific (Dionex) is the only brand name that can meet our requirements. Since we have previously purchased one ICS from Thermo Scientific, there is a significant cache of parts and accessories available that will not be required to be purchased at a later date or immediately upon receipt in order to initiate or maintain operation. Additionally, the software necessary to operate this instrument is well known by our trained staff, so immediate use of the instrument is expected following installation and validation.� Basis for sole source is Thermo Fisher Scientific is the sole source equipment provider in Puerto Rico for all Thermo Scientific instruments, parts, training, technical support, field service support, and software. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under Simplified Acquisition Procedures, FAR 13.106-1(b)(1)(i). The anticipated award date is 1 Aug 2021. The North American Industry Classification System (NAICS) for this requirement is 334516, Analytical Laboratory Instrument Manufacturing. ��However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above.� All inquiries on this action can be submitted in writing via e-mail to Chandria Fulghum, Contracting Specialist, Chandria.Fulghum@usda.gov and Keith Friot, Contracting Officer at Keith.D.Friot@usda.gov no later than 21 Jul 2021 at 5:00PM EST. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. All information shall be furnished at no cost or obligation to the Government.
