Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Leica Geosystems Inc; 5051 Peachtree Corners Circle, Suite 250, Norcross, GA 30092 for providing one (1) 3D Terrestrial Laser Scanner under the authority of FAR Part 13.106-1(b), to be used by Physical Measurements Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire a new 3D Terrestrial Laser Scanner as a replacement for our current system, which is more than 10 years old. This scanner will be used to better understand error sources in modern systems and develop test procedures that will feed in to new or ongoing documentary standards efforts. The requirement is a sole source as only Leica is able to provide a system that meets the following requirements: 1. The 3D Laser Scanner shall be a time-of-flight system with a maximum range of at least 100 m. 2. The 3D Laser Scanner shall have horizontal and vertical angular accuracy of less than or equal to 8� (one sigma). This is required as NIST requires a time-of-flight and phase-shift to understand the differences between errors in time-of-flight vs phase-shift, so we require a time-of-flight system. This accuracy requirement is important because angular errors are one of the largest sources of error in laser scanners and, for NIST�s research to be successful, we need to be able to minimize the impact of that error source in measurements we make. 3. The manufacturer shall provide the ability to estimate and correct for angular, range, tilt errors in the field through a compensation procedure. Necessary software shall be provided. The ability to estimate and correct for angular, range, and tilt errors is critical to making accurate measurements and is necessary to allow us to test and validate compensation methods developed at NIST. 4. The manufacturer shall provide an application programming interface (API) and supporting documentation that will allow us to communicate with the instrument to achieve the following: a. The API shall provide control of the laser scanner as required for capturing scans and choosing scan settings. b. The API shall be capable of exporting data to a non-propriety data file format. An API with the listed requirements is important as it will allow us considerable flexibility in running the scanner and in automating measurements and analyses. Leica Geosystems Inc �is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 11:59 p.m. Eastern Standard Time on July 22, 2021 will be considered by the government. Responses shall be submitted via email to tracy.bisson@nist.gov .
