- Description
- Pursuant to FAR 6.302-1(a)(2)(ii)(A)&(B), the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, firm fixed price contract with Centerfield Media Parent, Inc. for Broadband Availability Map Pricing and Audit Data at the estimated price of $1,550,000.00 for a base and three option years. This procurement will provide Broadband audit and pricing data to the DOC National Telecommunications and Information Administration (NTIA), Broadband USA. The Consolidated Appropriations Act of 2018 directed NTIA to augment the nations understanding of broadband availability through partnerships with the states, industry, and the Federal Communications Commission (FCC). Implementing a national broadband availability map is especially important in rural areas where current data, collected at the Census block level, lacks the granularity to accurately reflect broadband availability in rural America. To meet this Congressional mandate, NTIA is implementing tools and procedures for the geographic visualization and comparison of federal and non-federal data sets to identify regions with insufficient service, compare multiple data-sets to identify discrepancies in broadband availability (e.g. served vs. underserved or unserved), and produce reports and analyses that could be used for policy-making, investment, and other decision-making purposes. NTIA is deploying a secure non-public cloud-based GIS platform for data collection, visualization and analysis to be used by Federal and State partners to better inform policy making and funding decisions. NTIA intends to use this proprietary historical data to highlight gaps in availability and affordability of Broadband from Centerfield Media Parent, Inc. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received no later than July 22, 2021 at 5:00 PM EST. All questions concerning this matter should be addressed directly to Courtney Palmer via email at cpalmer@doc.gov.
