Description
1. The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the government of Benin (the �Government� or �GoB�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Benin (the �Compact�) in the amount of approximately 375 000 000 USD (�MCC Funding�). The Government, acting through Millennium Challenge Account-Benin II (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this RFP is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. MCC�s funding is appropriated by the U.S. Congress and obligated to the Compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. 3. The Benin Power Program consists of four (4) Projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The objective of the program is to increase the productivity and production for businesses, generate more economic opportunities for households and improve the capacity to provide public and social services by improving the quantity and quality of power supply. The Compact Program will be executed over a period of five (5) years upon the Compact Entry into Force (EIF). The Power Compact of Benin entered into force on June 22, 2017. This RFP is part of the activities under the Benin Electricity Distribution Project. 4. This RFP follows the Amendment N�1 of the Compact General Procurement Notice N�12 that appeared in dgMarket on May 21st, 2021, UNDB Online on May 28th, 2021, on the MCA Entity website www.mcabenin2.bj on May 26th, 2021, and published in the local newspaper �La Nation� on May 31st and June 07th , 2021 and �Le Matinal� on May 31st and June 03rd, 2021. 5. MCA-Benin II, acting on behalf of the Government of Benin, invites qualified Consultants to provide their best Proposal for the procurement related to the Environmental and Social Impact Assessment Study for Takon site dedicated to the storage of hazardous materials. More details on these Consultant services are provided in the Terms of Reference, in the Section V, Terms of Reference, of the current RFP. 6. This RFP is open to all eligible entities (�Consultants�) who wish to submit a proposal. 7. The consultancy services and the contract to be award cover a period of four (04) months. 8. A Consultant will be selected under the Least Cost Selection (LCS) procurement method under the Consultant Services procedures as described in the respective sections of the RFP. The Consultants are advised that these procedures are governed by the �MCC Program Procurement Guidelines (PPG)� which can be viewed on the MCC website (www.mcc.gov/ppg). 9. The RFP includes the following sections: PART ONE - SELECTION PROCEDURES: Section I - Instructions to Consultants (�IC�); Section II - Proposal Data Sheet (�PDS�); Section III - Qualification and Evaluation Criteria; Section IV A - Technical Proposal Submission Forms; Section IV B - Financial Proposal Submission Form; Section V - Terms of Reference. PART TWO - CONTRACT DOCUMENTS: Section VI - General Conditions of Contract (CGC); Section VII - Special Conditions of Contract (""SCC""); Section VIII - Contract Forms and Annexes. 11. The closing date and time for receipt of Proposals is July 29, 2021 at 3:00 p.m. (Cotonou time). Please note that only electronic proposals are accepted. Consultants are informed that the capability of their internet bandwidth will determine the speed in which their Proposals are uploaded via the File Request Link. Consultants are therefore advised to commence the process of uploading their Proposals via the File Request Link in good time before the bid submission deadline and submit their Proposal by the established deadline.
