- Combined Synopsis/ Solicitation for Commercial Items (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.� Quotes are requested and a written solicitation will not be issued. (ii) The solicitation/synopsis reference number is FA441821Q0015 and is being issued as a Request for Quote (RFQ). The following documents are attached to this combination synopsis/solicitation that will be used to submit quotes. Attachments: Statement of Work Request for Quote � (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 10 Mar 2021. (iv) This acquisition is solicited as a 100% small business set-aside.� The applicable NAICS code is 811121 with a size standard of $8 Million size standard. All responsive sources may submit a quotation using the attached RFQ. (v) Contractor shall submit a quote for the service and delivery of inspect, clean, and paint chassis surfaces for corrosion/damage. �(vi) Line Items: See attached RFQ (vii) Period of performance shall be: Base Year: 30 July 2021 � 29 July 2022 First Option Year: 30 July 2022 � 29 July 2023 Second Option Year: 30 July 2023 � 29 July 2024 Third Option Year: 30 July 2024 � 29 July 2025 Fourth Option Year: 30 July 2025 � 29 July 2026 Six Month Extension: 30 July 2026 � 29 January 2027 FOB: Naval Weapons Station, Joint Base Charleston, SC 29445. The following factors shall be used to evaluate offers in the following relative order of importance: Price. The Government will evaluate the total price for reasonableness and realism. Technical - Prime coat must be a 2-part epoxy primer. Topcoat shall be a polyurethane, gloss black. Contractor shall provide paint specifications with their quote for CO approval as required by SOW 1.2. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
