Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70Z04021Q61158Y00�applies and is used as a Request For Quote (RFQ).�� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. Basis for Award:�This�solicitation is based on FAR 13 � Simplified Acquisition Procedures and quotes will be reviewed and awarded on a Lowest Priced Technically Acceptable basis per the solicitation.�Past performance will only be reviewed for �responsibility� basis per FAR 9.1.� There are no adjectival ratings nor will award be based on a best value tradeoff basis.�The vendor�s quote that is the lowest priced and meets all the technical requirements of the solicitation will be awarded the contract. The United States Coast Guard Surface Forces Logistics Center has a requirement for the following items: SCOPE OF WORK for Vessel NAVY YP-684, YP-691, & YP-700 Overhaul service for Six (6) Detroit Diesel series 3-71 marine diesel generator engines and Six (6) Detroit Diesel series 12V-71N marine main propulsion engines. Engine equipment specifications are available from the manufacturer. Engines shall be picked up and dropped off at the United States Coast Guard Yard, 2401 Hawkins Pt. Rd, Baltimore MD, 21230. Bldg. 58. Work is required to be completed and engines delivered to Coast Guard Yard 3 months after the contract award date.� PERIOD OF PERFORMANCE� (12July2021 � 04April2022) Engines will be overhauled in Three (3) groups.� Each group will consist of Two (2) 3-71s and Two 12V-71s.��� Pick up engines from CG YARD Baltimore, MD.� The first group of engines will be ready for pick up upon the award of this contract.� Drop off engines at CG YARD Baltimore, MD 3 months after engines are delivered to overhaul facility (note: delivery/transportation engines must be provided by overhaul facility). OVERHAUL AND PERSONNEL REQUIREMENTS Engine overhaul work shall be performed by an Authorized Detroit Diesel Distributor/Dealer repair facility, or approved alternative, with the exception of non-Detroit Diesel engine accessory overhaul, which may occur at a sub-contract site. Use only Detroit Diesel factory trained and certified technicians for engine disassembly, inspection, reassembly and testing. Technician shall be directly employed by the repair facility contractor. Replacement parts shall be new or factory built. Disassemble and chemically clean each engine before overhaul. Test all major components for suitability for re-use by hydraulic pressure test or non-destructive test methods. The following items are in this category: Cylinder Block Flywheel housing Flywheel Oil pan Oil cooler housing Heat exchanger tank Front balance weight cover Front crankshaft cover Front crankshaft pulley Thermostat housing Blower air inlet housing Gear train Rocker cover Crankshaft Air Silencers Furnish written documentation of all test results to CG YARD points of contact and make failed components available for inspection by a CG YARD inspector. Obtain written authorization from the CG YARD prior to purchase or installation of any of the parts inspected in this section. Replace all fuel and lube oil with identical or equal parts. Replace all sea water and coolant hoses and hose clamps with identical or equal parts. Replace engine gauge board vibration snubbers and mounting hardware Calibrate each gauge, switch, and thermometer. Ensure that all engine component and assembly specifications are in accordance with current Detroit Diesel engine specifications. The items, parts, or components described herein shall be furnished in strict accordance with the manufacturer�s published data relating to said supplies.� Utilized parts shall be interchangeable with the manufacturer�s original equipment. Provide the following measurement readings and manufacturer tolerance and specifications for: Blower Clearances Injector height settings Valve lash adjustments Crankshaft thrust Assemble engine and install the following new parts in each overhauled engine: Cylinder components, i.e., piston domes and skirts, piston rings, piston pins, piston rod� bolts, cylinder liners Main bearings, rod bearings, camshaft bearings, thrust washers, idler bearing Gaskets and seals Engine oil cooler cores Transmission oil cooler cores (not applicable to SSDG engine) Thermostats Air Silencers Replace engine electric starter assemblies and alternator assemblies with identical re-manufactured assemblies. Prepare each engine for painting after assembly. Preparation, priming and painting must be in accordance with the topcoat manufacturer's instructions. Topcoat must be designated engine enamel in the following color: Detroit Diesel Green. The Contractor shall ensure that flexible hoses installed on the engine are not painted. Accomplish break-in and dynamometer test on each engine. Furnish a dynamometer test report with each overhauled engine certifying engine performance equal to Detroit Diesel performance specifications for that engine type and model. Test report shall be provided at time of engine delivery. Dynamometer tests shall be witnessed by a CG YARD Point of Contact unless otherwise requested prior to acceptance of any report. The items, parts or components described herein shall be furnished in strict accordance with the manufacturer's published data relating to said supplies. Utilized parts shall be interchangeability with the manufacturer's original equipment COMMERCIAL WARRANTY REQUIREMENTS Warranty each overhauled engine against any defects in workmanship and materials according to the following schedule: Warranty for defects in workmanship shall begin at start of engine light-off and remain in effect for a minimum of (12) months thereafter. Warranty for defects in new parts shall begin at start of engine light-off and remain in effect for a minimum of (6) months thereafter. Provide warranty repair service at any and all points along the eastern seaboard of the United States and Canada at no additional expense to the Government for transportation of parts, cost of technicians (transportation or time of technician), or removal and transportation of engine in the case of catastrophic engine failure.
