Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 1.� Solicitation number FA301621Q0082 is issued as a Request for Quotation (RFQ). 2.� This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05 and DFARS Change Notice 5/20/2021. 3.� This RFQ is NOT to be construed as a commitment by the United States Air Force.� The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement.� Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date.� In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote. 4. The North American Industry Classification System (NAICS) Code for this purchase is 332311 with a Small Business size standard of 750 Employees.� This acquisition is a 100% Small Business Set-Aside. 5.� Description of Requirement: Disassembly, transport, and reassembly of two (2) Big Top Canopy Shelters from JBSA-Randolph, TX to Seguin Airfield, TX. The desired delivery date is 30 days after receipt of order (ARO). See attached Statement of Work (SOW) for full details. 6.� The Defense Priorities and Allocations System (DPAS) rating program does not apply. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with the quote, see Attachment 2 for the full text of the clause.� 7.� Basis for Award: �The Government will award a single firm-fixed-price purchase order to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factor shall be used to evaluate quotes: (i) Technical capability of the service quoted to meet the Government requirement:� The quoted service must clearly meet the requirements of the attached SOW.� Thus, the quote needs to be accompanied by sufficient information to enable the Government to determine the technical capability, thus acceptability, of the quoted service. �However, if the information is insufficient, or does not clearly demonstrate complete understanding of the requirement and the capability to meet the requirements of the SOW, then the quote may be determined unacceptable, with no further consideration.� If the Government receives three (3) or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives three (3) or more initial quotes, the Government will only select the three (3) lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government�s best interest. If additional quotes are evaluated for technical acceptability, they will be selected in the order of price. (ii) Price: Award will be made to the quoter whose quote is the lowest priced amongst quoters who have been determined acceptable with regards to the technical capability of the service proposed. Please provide a quote for the line item listed on the Schedule of Supplies/Services (Attachment 3). 8.� Quotes are due to the Contracting Office no later than 22 July 2021 at 4:00 PM CT. �Email is the preferred method of transmission: Submit quotes to tyler.troge.2@us.af.mil with a copy to rachel.demone@us.af.mil.� Quotes are to remain valid for a period of not less than 60 days.� Quotes received after the due date and time may be considered ""late"" and ineligible for award consideration.� 9.� Interested parties are advised to review this website frequently for any updates or amendments to any documents.� Attachments: 1. �Statement of Work 2.� Clauses and Provisions 3.� Schedule of Supplies/Services 4.� Wage Determination
