- Description: Provide personnel, facilities, and aircraft for Precision Canopy training Specification/Qualification Requirements: Personnel Requirements Instructor Qualifications (Minimum of 8 instructor resumes shall be provided in the capability statement):� All Instructors must have taught as a dedicated Canopy Instructor in Canopy Instruction and Lead Jumper Skills within the last 18 months demonstrating positive past performance in order to demonstrate continuity across SOCOM. Instructors must provide dates of last course of instruction and pertinent curriculum they taught. All Instructors must have performed Military Specific Canopy Air-to-Air jumps in the past 6-12 to demonstrate competency and currency. Canopy Air-to-Air jumps are defined as less than 8 seconds of freefall with a minimum of a 1:1 student /instructor ratio.� Both parties must be wearing Contractor provided helmet with internal 2-way communications for real time feedback/corrections.� All Instructors must be familiar with Ram � Air canopies to include RA1, SOV3, Performance Designs and the Javelin Odyssey harness container and all ancillary equipment in order to identify any potential safety issues with the rigging thereof. All instructors must hold United States Parachutes Association (USPA) licenses. Minimum of one (1) instructor�must hold USPA Professional Exhibition Ratings (PRO ratings). Primary and Secondary instructors must have National canopy piloting competition experience to show dedication and measured skill level developed through competition is advantageous for instructors. These candidates may be considered above others without this valuable experience All instructors must be able to teach, demonstrate, debrief and mentor all aspects of Canopy Control and Lead Jumping for military free fall parachuting Instructors must have prior experience as a dedicated Canopy Instructor with Special Operations Forces (SOF) in Canopy Instruction and Lead Jumper Skills. Contractor must be able to provide video footage upon completion of each jump for debrief purposes. All Instructors must have a high definition camera system capable of recording students in 1080p for the highest quality of video for debrief and Contractor must provide footage upon completion of course for debrief purposes In-between lifts, instructors and jumpers shall review video on a TV/computer, and discuss any related individual jump issues and how to correct them. Vertical Wind Tunnel Instructors (VWT) (Minimum of 1 instructor resume shall be provided in the capability statement): VWT instructors shall be familiar with MFF flight characteristics and must have a minimum of one (1) year conducting VWT military coaching.� Federal Aviation Administration (FAA) Riggers (Minimum of 5 rigger resumes shall be provided in the capability statement):� All FAA certified rigging support shall meet the requirements specified in the USDOT Federal Administration Guide AC 65-5B FAR Part 65, sections 65.113 and 65.115 certification rating criteria Senior or Master Parachute Rigger trained on that particular parachute systems. FAA parachute riggers shall be trained to the standards and qualifications IAW HAF- AFECM19042 HQ AF/A3TF policy message PP 1.4 FAA/Contract Service Support, 1 March 2019 (attached). FAA parachute riggers shall pack only the main canopy of the RA-1 MFF parachute system IAW T.O. 14D1-2-471-11. Verification of FAA parachute riggers certification shall be validated by both the contracted agent and lead 1P0 prior to training event commencing. Aircraft Operator Qualifications (Minimum of 2 aircraft operator resumes shall be provided in the capability statement):� All aircraft operators shall have minimum two (2) years� experience with military jump operations. All aircrew shall be U.S. citizens with citizenship verifiable by a valid U.S. passport or official record of birth. Aircrew shall be knowledgeable in current MFF tactics and procedures relating to aircrew and jump master interface/coordination with 2 years of experience supporting military parachute operations. Facility Requirements (Facility information/teaming agreement (if facilities are not owned by the prime) is required to be submitted in capability statement):� Training location shall be a military surveyed drop zone, and shall provide all of the consolidated resources (personnel, materials, facilities, drop zones, and training areas) to enhance the MFF skills of the personnel being trained. The awarded contractor�s training location shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 50 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 15 miles of the range location. The contractor shall be able to facilitate course of instruction for a minimum of 14 personnel. Training will be performed at facilities owned by the contractor or their partners/subcontractor that have been specifically developed, established and/or operated for the purpose of training, such as that which will occur during the proposed training event. The contractor shall be able to provide a climate controlled storage facility for storage of parachute systems, O2 consoles, O2 bottles, booster pump and rigger bench stock. Aircraft Requirements:� Contractor shall provide a CASA 212 aircraft, or aircraft of comparable capability, and aircrew to support MFF Precision Training. Contractor shall have a minimum of one aircraft on hand that is DoD CARB certified and inspected and SOCOM/J3 inspected and certified. If an approved subcontractor performs the aircraft operations, the subcontractor shall be IAW with all certifications and inspections as specified.� The aircraft shall be capable of in-flight operations, ramped or tailgate type. Cargo compartments shall be able to accommodate jumpers, instructors, safeties, and portable oxygen console. Aircrew shall have oxygen systems (portable or permanent). �The aircraft shall be capable of six (6) lifts minimum per day to an altitude not less than 5,500 feet Above Ground Level (AGL) and not to exceed an altitude of 19,999 feet AGL. Jump lights (red/green) shall be in the cargo compartment for jumpmaster/aircrew coordination. Seats shall be side-facing seats (military style canvas/nylon seats with extended length belts) for up to sixteen (16) combat equipped jumpers per lift. Standard VHF/AM radios shall be required with UHF radio preferred, if available. Aircraft must be configured for day and night MFF operations. There shall be intercom communications between aircrew and jumpmaster. Aircraft shall be approved to conduct operations outside of a 25 nautical mile (NM) radius. Vertical Wind Tunnel (VWT) Requirements (Facility information/teaming agreement is required to be submitted in capability statement):� Contractor�s VWT shall be able 14� in diameter or greater, able to support multiple personnel and equipment up to 400 pounds. The VWT shall be located at the drop zone or shall be within 100 miles of the drop zone. In the event that a jump day is cancelled due to weather, the VWT shall be readily available within two (2) hours. Material Requirements: Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. The contractor shall provide all but not limited to the following items: K-Bottles for O2 refilling capability Audio visual equipment (camera, tablet, computer, TV. Etc.) GPS Repeaters Refrigerator (2) The contractor shall provide all audio visual equipment, parachutes, supplies and materials to be used by instructors during training. Quantity: �One (1) ten (10) day training iteration.
