Description
The U.S. Army Corps of Engineers, New England District will be issuing an Unrestricted Invitation for Bids for maintenance dredging of the Newburyport Harbor Federal Navigation Project (FNP) located at Newburyport, MA. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 (size standard of $30M). Construction is expected to take approximately four months to complete. The estimated construction cost is between $5,000,000 and $10,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be at the Newburyport Harbor FNP, which consists of a 9-foot-deep Mean Lower Low Water (MLLW), 200-foot-wide inner harbor channel, and a 15-foot-deep MLLW, 400-foot-wide entrance channel. The proposed work consists of dredging approximately 257,000 cubic yards (CY) of sandy material from shoaled areas of the FNP.� All areas of the FNP will be dredged to the authorized project depth, plus one foot of required overdepth for the 15-foot channel and one foot of allowable overdepth for both the 9-foot and 15-ft channels. �A hydraulic pipeline dredge will be used to remove material from the shoaled portions of the channels with material placed by pipeline directly on the beach at North Point, which is located just west of the south jetty on the southern shoreline of the Merrimack River at the inlet on Plum Island in Newburyport.� The dredging of the 9-foot inner harbor channel of the FNP would be conducted between September 1 and February 1. Dredging of the 15-foot entrance channel and on-beach placement activities on North Point would occur from September 1 to March 15. In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of about 75,000 CY per 30 calendar days.� Environmental coordination and permitting has been completed by the U.S. Army of Engineers, New England District. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about mid to late July 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://beta.sam.gov/).
