Small Business Set-Aside
WOSB Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15)
 
Description
This solicitation is designated as a 100% Woman Owned Small Business (WOSB) set aside.� A single award acquisition will be made.� The awardee must be WOSB certified at the time of bid opening by the Small Business Administration.� To compete for WOSB Federal Contracting Program set-aside contracts, firms must apply for certification through the new process on beta.certify.sba.gov or go through an approved TPC. Both methods will require that firms use the beta.certify.sba.gov website. � The project requires the contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation to renovate interior spaces, repair floors, paint walls, replace ceiling tiles and windows, and replacement/installment of electrical, HVAC system, and fire suppression systems.� In addition, construct a 3,221 square feet addition to include a concrete footing and slab, standing seam metal roof, and exterior siding to match the existing building. Funds are not presently available for this project. No award will be made until funds are available.� The government reserves the right to cancel solicitation, either before or after bid opening/IFB closing with no obligation to the offeror or by the government. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County).� The magnitude of this project is between $1,000,000 and $5,000,000.� Total contract performance period is 270 calendar days from the date of receipt of the notice to proceed.� The resultant award will be a Firm-Fixed Price contract.� The NAICS Code is 238990; the Size Standard is $16.5 million average annual receipts over the past three years.� Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the System for Award Management at https://www.sam.gov and should be available on or about 20 July 2021.� Once the solicitation is posted, it is incumbent upon the interested parties to review this web site frequently for any updates/amendments to any and all documents.� The closing date for submission of offers is estimated to be on or about Tuesday, 31 August 2021 at 10:00 AM EDT and will be contained in the solicitation package.� A site visit is tentatively scheduled for Monday, 9 August 2021 at 10:00 AM EDT. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the SAM.gov website.� Contractors are also requested to identify if they have other designated size standards besides Woman Owned (i.e. Small, 8(a), Economically Disadvantaged Woman Owned, etc.). Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the System for Award Management (SAM) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered.� Prime contractors must be registered in SAM for NAICS code 238990 before bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov .� Registration may take up to three weeks to process.� Recommend registering immediately in order to be eligible for timely award.� Additionally, WOSB must be registered with the Small Business Administration through beta.certify.sba.gov.� Prospective contractors must complete electronic/online annual representations and certifications or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend site visit, which should be on or about 9 August 2021.� All responsible sources may submit a proposal which shall be considered by the Air Force Reserves.� The dates cited above are estimates, not actual.� PLEASE NOTE:� For base access, additional information for the site visit due to COVID-19 restrictions will be provided in the solicitation.
