- Description
- The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the third quarter of calendar year 2021. The successful offeror shall perform construction services necessary to meet the requirements of the contract within the established schedules.� The contract price shall include the furnishing of all labor, material, equipment, and services required for the renovation of fa�ades and walls at the US Embassy Rome. The scope of the project is the consolidation, and the restoration works of various existing constructions made in travertine and bricks in the U.S. Tri-Mission campus in Rome, by re-establishing their original aspect. Following the list of the various works to be carried out: Cafeteria fa�ade MSB portal Gatehouse building Sallustiana CAC Via Friuli wall Upper Friuli gate Via Lucullo wall Lucullo gate Sallustiana wall As the building are listed as �Cultural Heritage� by the Italian Government, the restoration must be carried out by professional restorers, who can apply the standard restoration methodology, that has already been applied in other restoration projects that have been accomplished in the campus of Tri-Mission Rome. QUALIFICATION OF OFFERORS The objects of this project are of historical and artistic value, subject to legal restrictions as per Legislative Decree 42/2004 and subsequent amendments. The project described herein will therefore have to be assigned to cultural heritage restorers possessing the professional qualifications required by the Italian Ministry of Cultural Heritage and Activities. The winning offerors will have to be specialized in the restoration of cultural assets and architectural surfaces, and will be composed of restorers of works of art, with specific experience in the field of the restoration, namely: Sectors of competence 1) Lithic materials, mosaic, and deriving materials 2) Architectonic surfaces As specified below, the offeror�s employees, working on this project, will be mainly qualified conservators.� The subcontracting of the restoration works shall not be authorized. All conservators and conservator�s assistants, who are employees of the offeror, or recruited for the project, will have to include in the proposal their resum�/CV, the certifications proving their professional qualification in the field of the conservation and restoration of cultural heritage, their professional experience, and specific competences, necessary for the correct execution of the work. All those who will carry out the work will have to possess the professional qualification as cultural heritage conservator required by the Italian Ministry of Cultural Heritage and Activities, as per Italian law, which is the qualification required by Ministerial Decree 24 October 2001, n. 420 and subsequent amendments (Legislative Decree 22 January 2004, n. 42 and subsequent amendments, Law 14 January 2013, n. 7 � Amendment of the transitional rules for the attainment of the professional qualification of cultural heritage conservator and cultural heritage assistant conservator, GU n. 25 of 30-1-2013), as per communication issued in the Gazzetta Ufficiale, Serie generale, del 15 ottobre 2018, n. 240. The magnitude of this project is anticipated to be between $500,000 and $1,000,000 U.S. Dollars for the entire project. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide: a.�� A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, b.�� Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, and c.�� Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Italy.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.� Irrevocable Letters of Credit (ILOC):� The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits totaling 40% of the value of the contract.� If you have a Duns number* and have been SAM** registered, please include below.
