Description
Description This is a combined synopsis/solicitation for commercial item prepared in prepared in accordance with the format in FAR subpart 12.06 and 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B21Q0368 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-05. The associated NAICS Code is 112112 and the Small Business Size Standard is 1250 employees. Description of Work: The USDA ARS Northern Plains Agricultural Research Laboratory (NPARL) located in Sidney, Montana is soliciting for the purchase of Used No-Till Single Disc Grain Drill with 48 usable or repairable openers. The purchase will include delivery of Used No-Till Single Disc Drill openers. Per specifications listed below. Drill specifications for used no-till single disc openers. To include John Deere 890, 1690, 1990, 1895 and 1860 to build a plot seeder and plot fertilizer applicator. General: No-Till single disk drill openers 60 series or 90 series must have a total of 48 openers, half right side and half left side.� �Do not need a cart you can bid with or without a cart or both.� Air seeder frame should include in the bid if it is not the whole drill. Must be delivered to station or one of our dryland farms.� Width of drill does not matter as long as it has 3 sections. Must be in good enough condition to be rebuilt.� Must consider trade of ford 5640sle when parked engine ran and transmission is out so it will not move.� * MUST PROVIDE PHOTOS OF PROPOSED EQUIPMENT FOR QUALITY VERIFICATION* Service location: Factory authorized service center must be within 15 miles NPARL dryland research farms or NPARL in Sidney, MT 59270. Delivery Location: USDA ARS NPARL 1500 N Central Ave Sidney, MT� 59270 POC: Michael Johnson��������������������� michael.johnson@usda.gov DOCUMENTS TO BE INCLUDED IN QUOTE:� In order to be considered for award, Offerors shall respond by: 1) Providing all associated documents identified in the attached clauses and provisions document, specifically 52.212-1 Instruction for the Preparation of Offers (Addenda).� � 2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov). FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document.� Additionally, other contract requirements and terms/conditions can be located in the same document. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price.� Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole.� The Government has the discretion to accept other than the lowest priced quote that provides additional benefits. All sources wishing to quote shall furnish a quotation by the time specified in this GPE beta.sam.gov posting. Quotations are to be sent via email to Toinette Aranda at Toinette.Aranda@usda.gov. �Failure to provide the required information in the requested format may result in quotes not being considered for award. Only Email submissions of proposals will be accepted.� Offerors must be registered in System for Award Management (SAM) IAW FAR 52.204-7 and 52.212-1(k).� For those who fail to meet these requirements will not be considered for award. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for bid/proposal preparation costs. Attached Provisions/Clauses apply to this RFQ and any subsequent award.
