Description
SYNOPSIS Electronic Sequencer Test Set, Type: TTU-515/E The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with Teledyne RISI Inc. to deliver a quantity of two (2) Electronic Sequencer Test Set, Type: TTU-515/E, P/N: 2018AS100-3, NSN: 6625-01-473-2030 in support of the FMS Kuwait F/A-18 E-F Platform. The Electronic Sequencer Test Set is required to eliminate false removal errors for the NACES ejection sequencer and will allow for true failures.� The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Teledyne RISI Inc. is the only currently validated manufacturer of this Support Equipment (SE) and to try to develop this �asset"" would incur costs that are not expected to be recouped through competition. �Any other sources would require the Government to fund a Preliminary Design Review (PDR), Critical Design Review (CDR), First Article Test (FAT), and a Test & Evaluation (T&E) effort. Procuring an alternate asset would force the FMS Partner to utilize an asset that is not supported, compatible, or interchangeable with the USN-approved configuration. THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA PACKAGE/DRAWINGS TO ALLOW FOR A COMPETITIVE PROCUREMENT.��� All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS.� A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.� Responses must be received within fifteen (15) days of publication of this notice.
