- DEPARTMENT OF VETERANS AFFAIRS VETERANS INTEGRATED SERVICE NETWORK (VISN) 16 MICHAEL E. DEBAKEY VA MEDICAL CENTER (VAMC), HOUSTON, TEXAS REQUEST FOR INFORMATION 36C25621Q1365 Description: The Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS has a requirement for the following: Infusion pump and patient-controlled analgesia (PCA) module The following are the salient characteristics that will be used to determine if other than the brand name or equal to the item that meets the United States Geological Survey (USGS) requirements and 2020 Institute for Safe Medication Practice Guidelines. Items offered that are subject to an FDA recall will not be considered and ineligible for award. Vendor must have large volume of Infusion and PCA pump(s) which utilizes the same safety software system. Must have concurrent functionality - Pump can run 2 medications, at 2 different rates, through 1 pump. Automatic Drug Recognition - Automatically recognizes the medication and concentration, eliminating the need to manually associate the medication from the drug library list. Must have back prime - Pump has ability to use the pump to automatically remove air from the line. Must have wireless connectivity with FIPS 140-2 Encryption Standards. Must have pump height independence - Pump does not need to be placed at a certain height in relation to the patient to maintain accuracy. Must have DEHP Free - All sets are DEHP free sets. DEHP free sets do not affect accuracy and do not need to be changed more frequently. Must have automated secondary delivery - Pump can detect a clamped secondary and alert clinician. Automated secondary delivery - Primary bag height does not need to be changed to facilitate secondary delivery. Must be Cerner interoperability - Cerner - Pump has bidirectional integration capability with Cerner - Auto programming and auto documentation - Pump has bidirectional integration capability with Cerner - Auto programming and auto documentation. Must be Picis interoperability - Pump has integration capability with Picis - auto documentation. Must have IV barcoding. Must be Interoperability to Vocera - Pump has integration capability with Vocera for alarm forwarding. Must have distal occlusion restart - Pump has capability to restart pump automatically when distal occlusion is detected. Must have Syringe Delivery - Large volume pump has ability to infuse syringes to patient without the need of special tubing. Customized drug libraries for up to 18 clinical care areas (CCAs), up to 25 medications and 5 stored protocols per CCA with brand name ICU Medical MedNet or equal product. Hard and soft limits in the drug library are utilized for every infusion to maximize medication safety, improve compliance, and enhance medication safety. REQUESTED RESPONSES: The intent of this Request for Information is to establish sources in order to define the procurement strategy (e.g set-aside, sole source, unrestricted). Please provide details on proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or Federal Supply Schedule (FSS) contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this RFI. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name nor from manufacturers marketing a potentially equivalent brand, then this action will be sole sourced to the manufacturer cited in the in the description section above.
