- SOURCES SOUGHT Naval Air Warfare Center Training Systems Division (NAWCTSD)�Small Arms Marksmanship Trainer (SAM-T) Device 3F89 Upgrade INTRODUCTION: The Naval Air Warfare Center Training Systems Division�(NAWCTSD), Orlando, FL, is seeking information for potential sources to integrate,�install, and test a Small Arms Training Device upgrade. The SAM-T upgrade will�encompass removal and disposition of legacy M9 tethered training system with�Commercial-Off-the-Shelf (COTS) simulated M-18 training device.� The contractor shall upgrade the thirty (30) firing lanes to sixty (60) individual firing�lanes. The Contractor shall upgrade the functionality of the existing SAM-T by modifying, and integrating the current training device to a fully function sixty (60) lane Small Arms Trainer. The selected device requires a tetherless, simulated M-18 pistol�without the use of drop-in air recoil kits. The upgrade shall fully support the Navy�s�Basic Hand Gun Course of Fire, as well as provide full and instantaneous scoring as defined in the OPNAVINST 3591.1. Round impacts points shall be visible to both�shooter and facilitator and remain visible until completion of the course of fire or cleared�by instructor personnel. The device shall provide real life-like cycle of operations (recoil) feedback during the weapons normal course of fire. The device shall connect all sixty�lanes for simultaneous firing, small groups of fire, and independent lane remediation as�desired by line coaches. The device shall be capable of being operated by one Instructor Operator Station (IOS) and each lane shall contain a three, seven and fifteen yard�simulated range to target. The training device as a whole shall provide a student�throughput of 400 students per day. The device shall not require the use of Navy service�pistols converted with drop-in air recoil kits. The device shall use existing 120VAC�power requirements. The device must meet or exceed all DoD Cybersecurity�requirements as defined in DoDI 8500.01 Instruction. The device shall provide for�portable refilling stations. Additional device requirements include tracking, scoring, and printing result of trainee�s�by a unique identifier. The device shall also print a scoring report for all division trainees�from sizes of 50-150 trainees per training session. PLACE OF PERFORMANCE: The preponderance of the effort can be completed at the�contractor�s facility; however physical updates will need to be done at Recruit Training�Center (RTC), Great Lakes, IL SAM-T training facility. PROGRAM BACKGROUND: The SAM-T provides training required for new sailors�entering the fleet and refresher training for current sailors. The SAM-T device was�developed for simulated hands-on hand gun familiarization training, in a safe�environment prior to live weapons handling. The Navy has changed its base service pistol�to the new M-18 pistol. All training events and qualification exercises performed on the�SAM-T device simulate the actual experience as the identical events performed on a live fire range. REQUIRED CAPABILITIES: Interested parties should provide documentation of their�Capabilities, Experience, Schedule, and Cost that demonstrates ability to fulfill the trainer�enhancements and tasks. a. CAPABILITIES: Interested parties should provide a brief company introduction and�details on the company/organization, including any potential teaming approach. Include�information on program management, systems engineering, requirements management,�risks, and software development plans and processes. Additionally, any interested parties�should provide responses to the following questions: i. Describe your company's current relevant experience, within the last 5 years,�for development, delivery, installation, and integration of COTS Small Arms�trainers in relation to Navy and DoD units using the a simulated and tetherless�M-18 training device that emulates the M-18 cycle of operations, stoppages�and malfunctions. ii. Describe your company's current relevant experience, within the last 5 years,�for development, delivery, installation, and integration of COTS Small Arms�trainers in relation to Navy and DoD units using the a simulated and tetherless�M-18 training device that emulates the M-18 cycle of operations, stoppages�and malfunctions without the use of drop-in air recoil kits. iii. Describe your company's current relevant experience, within the last 5 years,�for development, delivery, installation, and integration of COTS Small Arms�trainers in relation to Navy and DoD units using scoring system that provides�visual real-time points of impact and scoring calculations, student input and�tracking, and report generation of event results. iv. Describe the availability and qualifications of your Subject Matter Experts and�how they will help you meet the requirements of Small Arms Marksmanship�Trainer upgrade requirements. v. Please provide your company�s financial status, current facilities, number of�employees, and yearly revenue; whether or not your company has an approved�accounting system; and whether or not your company holds a current Forward�Pricing Rate Agreement, Recommendation, or Proposal with DCAA. vi. Indicate your company's interest in participating as a prime contractor or as a�subcontractor. If interested as a prime contractor, identify the suggested�percentage goals of subcontracting opportunities. b. EXPERIENCE: Companies should provide details showing their experience in similar�work and any relevant experience on trainer simulation developments. c. SCHEDULE: The Government anticipates the effort to require between 12 � 18�months for completion. Companies should provide comments as to their likelihood of�satisfying the requirements within 18 months. d. COST: The Government�s anticipated budget is $2.2M. Companies should provide a�rough order of magnitude (ROM) for the identified trainer enhancements and tasks. Also,�feedback and comments regarding the anticipated budget are encouraged. SPECIAL REQUIREMENTS: Any resulting contract is not anticipated to have a security�classification level. The Government currently has unlimited data rights for the 17C�baseline and would like to maintain similar rights under DFARS clause 252.227-7013,�Rights in technical data - Noncommercial items. SIZE STATUS: The applicable NAICS code for this requirement is 333318, size standard of 500 employees. The Product Service Code is 6910. Companies must identify�their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.
