- NOTICE OF INTENT TO SOLE SOURCE- Technical Assistance Services for performing work on the potential Total Maximum Daily Load (TMDL) MS4 Compliance Support for Stormwater Management project, located at the Pentagon, Arlington, Virginia This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), �Only one responsible source and no other supplies or services will satisfy agency requirements.� The United States Army Corps of Engineers (USACE) Baltimore District (NAB), intends to solicit and award a Firm-Fixed-Price Sole Source Contract to AECOM Technical Services, Inc. to provide Technical Assistance Services for work on the Total Maximum Daily Load (TMDL) MS4 Compliance Support for Stormwater Management project, located at the Pentagon, Arlington, Virginia. As the Designer of Record, AECOM prepared full design plans, specifications, design analysis and construction cost estimate for six (6) individual TMDL retrofit projects. Each Package includes design drawing packages, specifications, design analysis, and cost estimates, as well as permitting and coordinated approval by NCPC, CFA and VA SHPO. Requirement In general terms, the task order consists of providing technical assistance services in support of Total Maximum Daily Load (TMDL) MS4 Compliance Support for Stormwater Management project. The Architect-Engineer (A-E) shall provide all necessary services required to continue support to reduce pollutant loads of nitrogen, phosphorus, and total suspended solids in stormwater runoff on the Pentagon Reservation, as required by the Pentagon�s MS4 permit regulated by the Virginia Department of Environmental Quality (VA DEQ). Technical Assistance Services: The A-E shall provide all necessary services required to prepare complete and biddable construction contract documents for the subject project.� Design documents will be sufficiently detailed to permit construction contractors to submit responsive bids without visiting the project site during bidding.� The design shall be prepared using imperial units of measurement.� This assistance will include, but not be limited to, the following tasks: Finalize each design package for advertising and respond to bidder inquiries. Review of Construction Submittals Site Visits during Construction Attendance at meetings which may include the pre-work conference and design progress meetings with the contractor. Responses to requests for information (RFIs) to assist the WHS DoD; Reviews of special construction techniques, methods, and procedures and annotate available documentation to provide recommendations for approval or disapproval. Reviews, evaluations, and construction time and cost impacts for User requested changes. Reviews of Contractor Value Engineering Proposals and provide comments and/or recommendations for approval or disapproval. ����������� Responses to requests for information to assist the Engineering construction Management division. � This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The approved Justification and Approval, (J&A) for this procurement will be posted following the closure of this Notice.
