Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with Kratos Analytical, Chestnut Ridge, NY for the purpose of renewing a Service Contract for (1) Axis Ultra DLD X-Ray Photoelectron Spectrometer (XPS). This is a sole source requirement inasmuch as Kratos Analytical has proprietary rights to the instrument design/schematics and XPS software utilized in the instrument. �As OEM, only Kratos Analytical has access to performance verified componentry, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications. �Furthermore, Kratos Analytical Service Engineers are the only certified and factory trained personnel available to service the instrument. �A firm fixed-price purchase order to renew the service contract will be negotiated and issued on or about 20 Aug 2021 for a 12-month performance period and include (2) 1-yr. option periods. �No solicitation package will be issued. � This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 20 Jul 2021. �Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored. �
