Special Notice - Notice of Intent to Single Source U.S. Army Corps of Engineers, Portland District intends to negotiate/award a single source, firm-fixed-price, non-personal, commercial service contract to�Warm Springs Geo Visions, on behalf of the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO) for a historic properties of religious and cultural significance to tribes (HPRCSIT) inventory in The Dalles Project.�The purpose of this acquisition is for the contribution of traditional knowledge and input from the CTWSRO as part of assisting the Corps with National Historic Preservation Act Sections 106 & 110 compliance. These services are for identifying traditional cultural properties (TCP)/HPRSCIT in The Dalles Project. Additionally, the work involves a task to conduct oral histories by identifying knowledgeable tribal members, conduct digitally recorded interviews, and consolidate into a report highlighting material most relevant to the subject and suitable for submission to the Corps.� The U.S. Army Corps of Engineers (Corps) and the Bonneville Power Administration (BPA) (together Agencies) are jointly responsible for compliance with Sections 106 the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS). The Corps, Portland District manages The Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, state historic preservation offices (SHPOs), and other agencies for cultural resource management in compliance with Sections 106 and 110 of the NHPA. The study area includes the direct effects area of potential effect (APE) for The Dalles and John Day established in April 2016 by the Wana Pa Koot Koot FCRPS Cooperating Group. In 2014, the Corps performed a data gaps analysis, which included an analysis of traditional cultural properties (TCP) and historic properties of religious and cultural significance to tribes (HPRCSIT).� In consultation with four Columbia River Treaty Tribes, the Corps created an inventory plan.[1] �The study produced by this contract will directly support the Agencies� compliance with Sections 106 and 110 of the NHPA by identifying HPRCSITs through gathering oral history data regarding traditional use areas of the various tribes of the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO). This data will also assist the Agencies� inventory efforts within the APE by providing a framework for evaluation of cultural resources found within the study area. The objective of this performance work statement is to identify and assess TCPs and/or HPRCSITs within the area of Rufus, Oregon, associated with the CTWSRO and the Dock-spus Warm Springs band. The Contractor will identify tribal members with knowledge of the area and produce a report containing data to assist the Agencies in their inventory and Sections 106 and 110 compliance efforts.� The statutory authority for this non-competitive acquisition is 41 U.S.C. 1901(e) as implemented by FAR 13.106-1 Soliciting Competition (b) soliciting from a single source. A solicitation will not be posted as the Government intends to proceed with this single source action. The NAICS code is 541990 � All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $16,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative electronic responses are received by 12:00 PM Pacific Daylight Time on Friday, 23�July 2021, an award will be made without further notice. Electronic responses and questions shall be submitted via email to the contracting POC listed below. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
