Description
This�notice of�intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests�will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.� � The Naval Research Laboratory (NRL) intends to award a sole source�purchase order�to�Fibertek, Inc located at�13605 Dulles Technology Dr, Herndon, VA 20171�for a�Laser for Remote Sensing of Ocean Active Turbulent Mixed Layer.�The required laser�shall have�separate electronics and optics module with a design that can generate 100�mJ/pulse split into the 532 and 1064 nm wavelengths. It shall use�a passive Q-switch in the compact ring oscillator that achieves near a single-frequency operation. It�shall be�compact and robust enough to fit in a variety of platforms and the energy per pulse is sufficient so that when it is used as a LIDAR transmitter, the LIDAR system can measure properties of ocean features in the mixed layer (typically 10-30 meters). The required laser has enough power per pulse to be used in space, is sealable for vacuum operation and has the form factor appropriate for�a space-qualified�CubeSat.� The North American Industry Classification System Code (NAICS) for this requirement is�334516�with the size standard of�1,000 employees. The Federal Supply Code�(FSC) / Product Service Code (PSC) procurement is�6640.� � Interested parties may identify their interests and capability to respond to this requirement within�five (5) days of the publication of this notice. Any response to this notice must show clear and convincing�evidence,�that competition would be advantageous to the Government. Information received�will be considered�solely�for�determining�whether�to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
