Description: The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to Rafael Dix-Carneiro, 205 Pathwood LN, Durham, North Carolina 27705, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Commission has recently been focused on estimating the affects of trade agreements on workers. Because professor Dix-Carneiro is an expert in this field, he is uniquely qualified to help the Office of Economics further advance its modeling of trade policy uncertainty. Professor Dix-Carneiro developed a unique model that combines several features that are of interest to the Commission: labor adjustment costs, unemployment, trade dynamics, and trade balances.
