Description
USAID/Lebanons Office of Acquisition and Assistance intends to modify the Community Support Program (CSP) Indefinite Delivery Indefinite Quantity (IDIQ) No. 72026818D00005 with Chemonics International. The above referenced IDIQ was awarded on August 14, 2018 to Chemonics International and has an ordering period of five years and a duration of seven years through August 13, 2025. Task Order (TO) performance may continue up to two years after the ordering period, but must be completed no later than the end of the period of performance of the IDIQ. The CSP IDIQ provides a broad range of technical assistance and support services to help municipalities and underserved and vulnerable communities in providing better public services and enhanced economic opportunities that improve lives and contribute to reducing community tensions primarily in Lebanons North, South and Bekaa regions. This planned modification will increase the ceiling of the IDIQ by $25 million from the current ceiling of $80,000,000 to a new ceiling of $105,000,000. The period of performance and the ordering period will remain the same. The modification will increase support additional municipalities with equipment and infrastructure needed for public services under TO2, related technical assistance and capacity building under TO3, related additional time under TO4 (for a period of seven months from July 18, 2022 to February 28, 2023) for increased community workforce development activities, and additional administrative management required under TO1. USAID/Lebanon intends to issue this modification under the authority of AIDAR 706.302-70(b)(5) for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. There will be no solicitation document issued for the proposed action. Therefore, this notice of intent is not a request for a competitive proposal. Interested parties may, however, identify their interest and capability to respond to the Governments requirement by submitting an expression of interest. The Government will consider all expressions of interest received within 15 calendar days of the publication of this notice. A determination not to compete this proposed modification based upon responses, if any, to this notice solely lies within the discretion of the Government. Please direct any questions on this Notice of Intent to Contracting Officer Amy McQuade at BusinessQuestionsLebanon@usaid.gov.
