- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 12363N21Q4023 NAICS - 115310 � Support Activities for Forestry $19M SBA Size Std. � Contracting Office USDA FS NBO, PPS � National Stewardship Branch, 1400 Independence Ave SW, MS-1138, Washington DC, 20550 Response Due 07/28/2021 � Small Business Set-Aside UNRESTRICTED � Description Description of Work- Ponderosa Pine stand density management/harvest with a combination of 50% smaller diameter material (8 -12 inch dbh) and 50% greater than 12 inch dbh. Service item focuses on the removal of small diameter trees. Overall goals for the project include: (1) Improve habitat for Northern Goshawk and its prey to support a viable population of goshawks in Utah by promoting a more desirable distribution of Vegetation Structural Stages (VSS) across the project area, (2) create and maintain stand conditions that minimize growth loss and mortality from insects and disease by lowering insect hazard rating across the project area, (3) Reduce hazardous fuels by lowering potential for stand-replacing crown fire; (4) improve silvicultural condition of timber stands over current condition. The contract length for Turkey Track IRSC is five years, with work expected to begin during the summer of 2021. PLACE OF PERFORMANCE / HOURS OF OPERATION Work for this contract will be performed at the Cedar Ranger District of the Dixie National Forest, approximately 5 miles east of Duck Creek, UT. Normal hours of operation are Monday through Friday, 0700 to 1600 subject to change with approval from the appointed Contracting Officers Representative. The USDA � Forest Service will be closed on the following Federal Holidays: New Year's Day, Martin Luther King Jr.'s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. PERIOD OF PERFORMANCE The Period of performance for this contract will be TBD, but not to exceed a 5-year period after Notice to Proceed issued. The estimated start date for the project will be 31 August 2021 (or sooner). GENERAL TASKS � See Attachment 1 Appendix A Statement of Work. �III. Quotations are to be submitted in the following format: The contractor shall submit a separate technical and cost proposal. Technical proposals need to specifically address and show proficiency in all general task areas, show how minimum qualifications are met or exceeded, include resumes for the Key Personnel. The proposal shall not simply rephrase or restate the Government requirements, but rather, shall provide convincing rationale or information to address how the Offeror meets and or exceeds the requirements outlined above. Offerors shall assume that the Government has no prior knowledge of their facilities, personnel, or experience, and evaluation will be based on the information presented in the Offerors proposal. No oral quotes will be honored. Submit back at least 3 Past Performance Evaluations showing similar work as specified on the letter prior to due date stated below. See Section 51 for complete details The Government intends to award a single contract / purchase order, for a firm fixed price base resulting from this RFQ, to the responsible Offeror whose offering represents the best value to the Government price and other factors considered. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors.
