NOTICE OF INTENT TO SINGLE SOURCE Solicitation Number: PANNWD-21-P-0000 001021 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 4610 � Water Purification Equipment NAICS Code: 333318 � Water Treatment Equipment Manufacturing Notice Type: Special Notice Synopsis: � This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.�� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price supply contract to Air Diffusion Systems 3964 Grove Ave Gurnee, IL 60031. This is a contract to purchase replacement parts for an aeration system originally purchased in 2003.� The replacement equipment is for an existing system purchased by the Corps in September 2003 from ADS. The original equipment was purchased to aerate the water within Willow Creek Reservoir in Heppner, OR, to suppress algae bloom production. Replacement parts include self-sink tubing, aeration disk legs, and various fittings and connectors to ensure proper fit. The replacement parts will also aid and meet requirements in a Cooperative Ecosystems Studies Unit (CESU) with the University of Idaho who is conducting a water quality study for the Corps. This effort will assist in meeting the Clean Water Act 1977 and ER 1110-2-8154. The replacement equipment is for an existing system purchased by the Corps in September 2003 from ADS. Vendor has expert knowledge of replacement parts include self-sink tubing, aeration disk legs, and various fittings and connectors to ensure proper fit. The replacement parts will also aid and meet requirements in a Cooperative Ecosystems Studies Unit (CESU) with the University of Idaho who is conducting a multi- year water quality study for the Corps. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 333318 � Water Treatment Equipment Manufacturing.� The size standard as defined by the U.S. Small Business Administration is 1000 employees. � THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date.� If no affirmative written responses are received by 2:00 PM Pacific Time on 15 Jul 2021, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
